 Scope of Work
The selected bidder will undertake end-to-end execution including:
1. Skill Gap Study
  1. Sector-wise and state-wise workforce demand forecasting
  2. Primary & secondary research with surveys, FGDs, and expert consultations
  3. Skill taxonomy development and gap analysis
2. QP Adoption, Revision & Validation
  1. Revision of Qualification Packs (max 20% structural changes)
  2. NSQF alignment, NOS restructuring, and assessment redesign
  3. 30 industry validations per QP
3. Portal Integration
  1. Upload QPs and related documents on NQR, SID, Kaushal Verse
  2. Compliance with MSDE/NSDC standards
4. Content Development
  1. Bilingual (English & Hindi) training materials (PH, FG, TDP)
  2. Theory, practical, and assessment-based modules
5. Translation
  1. Professional Hindi translation with 99.9% accuracy
  2. Two-level QA + SME validation

  1. Experience in content development (3+ years)
  2. Completed:
1.       10 projects (₹2 lakh each) OR
    1. 5 projects (₹4 lakh each)
  1. Experience in:
    1. Skill gap studies
    2. QP/NOS development
    3. Bilingual content & translation
 Financial Criteria
  1. QCBS Evaluation (70% Technical + 30% Financial)
  2. Minimum 75 marks required in technical evaluation
  3. L1-based normalized financial scoring
