🧾 Bid Structure
- Two Bid System:
- Technical Bid
- Financial Bid
- Bid Validity: 120 days
- Tender Fee: ₹5,000 + 18% GST (online payment only)
- EMD: ₹96,00,000 (2% of estimated cost, online only)
- Processing Fee: 1% of total approved bid price (payable by successful bidder)
- 📐 Scope of Work
- Design, engineering, construction, testing, and commissioning
- Supply & maintenance of:
- Robotics
- Milking and cooling systems
- Feeding and manure systems
- Storage systems (feed, fodder, manure)
- Solar energy and emergency power solutions
- Training facilities for skill development
- Must be carbon and energy neutral to the extent possible
✅ Eligibility Criteria
- Must be a reputed dairy/livestock infrastructure provider (BIS/Intl. standards)
- At least 1 BIS-compliant dairy unit commissioned in a tropical country
- Average Annual Turnover: ₹25 Cr (last 3 FYs)
- Positive Net Worth
- Technical Experience:
- Must have completed similar projects (civil + technical):
- 3 projects of 32% civil & 8% technical each, or
- 2 projects of 40% civil & 10% technical each, or
- 1 project of 64% civil & 16% technical
- Must not be blacklisted or involved in ongoing default disputes
🔧 Evaluation Method
- Combined Quality Cum Cost-Based Selection (CQCCBS)
- Technical: 40%
- Financial: 60%
- Minimum technical qualification: 60/100 marks
