🔹 Scope of Work
To establish and manage 10 Migration Counselling Cum Registration Centers (MCRCs) across Bihar to provide:
- Pre- and Post-migration support to migrants.
- Counselling, registration, awareness about rights, legal help, financial literacy, identity solutions, and placement linkages.
- Infrastructure, staffing, MIS, reporting, IEC activities, legal/social support, and 24x7 facilitation including temporary housing.
🔹 Core Responsibilities of the Agency
- Setting up and operating MCRCs in 10 districts.
- Deploying qualified manpower.
- Providing counselling, documentation, training info, upskilling, placement support.
- Organizing workshops and awareness drives.
- Operating 24x7 support services including temporary residential facilities.
- Coordination with BSDM, maintaining MIS, and facilitating access to services.

- Saharsa
- Gaya
Agencies may bid for one or more districts individually.
🔹 Pre-Qualification Criteria
- Entity Type: Legal entity (company/NGO/etc.) registered under Indian law.
- Experience: Minimum 5 years of relevant experience.
- Turnover: Minimum average annual turnover of ₹1 crore in the last 3 years.
- Blacklist Status: Not blacklisted or debarred by any Govt. body.
- Patna Office: Must have or establish a coordination office in Patna.
🔹 Eligibility & Evaluation
- Evaluation under QCBS method: 70% technical + 30% financial.
- Technical Score minimum: 70 to qualify.
- Manpower quality, past experience, infrastructure, understanding of project, and technical presentation are key evaluation points.
🔹 Financial Criteria
- Yearly price escalation of 3% allowed.
- All costs to be quoted inclusive of all except GST (which will be paid extra).
- Financial bid to be submitted online only on the e-proc portal.

- Bidders must submit documents digitally signed and scanned in required formats.
- No hard copy submission is allowed except if specifically asked.

🔹 Performance Guarantee (PBG)
- Amount: 5% of total contract value.
- To be submitted within 30 days of LOI.
- Valid for 18 months (extendable with project).
- Forfeitable upon failure to meet contractual obligations.
🔹 Deliverables & Payment
- Monthly invoicing upon approval by BSDM nodal officer.
- Payments based on performance/deliverables, not attendance.
- Incentives linked to successful registrations and compliance.
- Penalties applicable for underperformance or non-replacement of staff.
