Scope of Work
The selected coaching institute will be responsible for providing coaching services to eligible OBC and Minority students under the scheme at the specified divisional headquarters.
Key scope includes:
- Providing coaching for SSC, IBPS and ESB examinations.
- Conducting the coaching programme at the designated divisional headquarters.
- Providing the required teaching faculty and support staff.
- Providing suitable classroom space and infrastructure.
- Conducting classes in accordance with the prescribed course duration and hours.
- Providing updated teaching and learning material to enrolled students.
- Providing material in hard copy and soft copy, as required.
- Providing guidance and counselling to students.
- Supporting students during examination form-filling and subsequent counselling/college-selection processes.
- Conducting regular tests and mock tests.
- Monitoring student performance and providing monthly reports to SETC.
- Maintaining records relating to lectures, attendance, student progress, teaching strategies and evaluation.
- Providing online/offline post-coaching support, including updated study material, doubt-clearing, counselling and online tests.
- Maintaining appropriate student safety and welfare arrangements.
- Following the latest examination pattern and updating the curriculum accordingly.
The RFP specifically requires coaching centres to operate at the listed divisional headquarters. If an applicant does not have a centre at a required location, it must establish one within 20 days of issuance of the work order and before commencement of coaching.

Pre-Qualification / Eligibility Criteria
The RFP establishes mandatory eligibility conditions before a bidder can proceed to technical evaluation.
1. Legal Entity
The coaching institute must:
- Have a live registration of at least 5 years as a Public Limited Company, Private Limited Company, LLP, Partnership Firm, Trust or Proprietorship Firm registered in India.
- Have a valid GST registration.
- Have a valid PAN.
- Submit registration and constitutional documents.
A successful bidder registered outside Madhya Pradesh must establish a branch in Madhya Pradesh before commencement of coaching work.
2. Financial Qualification
The bidder must demonstrate:
- Minimum annual turnover of ₹1 crore from similar coaching business in each of the financial years 2022-23, 2023-24 and 2024-25.
- Minimum cumulative turnover of ₹5 crore from similar coaching business over the same three financial years.
The RFP expressly states that both the ₹1 crore annual requirement and ₹5 crore cumulative requirement are mandatory.
Important: Net Worth
No minimum net-worth requirement is specified in the RFP's mandatory eligibility criteria.

Experience Requirements
The tender requires the coaching institute to have:
- Mandatory experience of coaching 500 candidates each in the last three years, as per examination cycle.

Space and Infrastructure Requirements
The bidder must have a coaching facility of at least 5,000 sq. ft. for the existing and currently running coaching facility.

Technical Evaluation and QCBS Method
The tender uses Quality and Cost Based Selection (QCBS).
The RFP provides:

The technical proposal is evaluated out of 90 marks, and a bidder needs at least 45 marks out of 90 to qualify for the presentation stage. The presentation/logical action plan carries up to 10 additional marks.
