Scope of Work

The selected agency will be responsible for conducting a comprehensive impact assessment of the identified FICSI projects.

Projects Covered Under the Impact Assessment

1. Mission Shakti–Odisha

The RFP describes Mission Shakti as a Government of Odisha women’s empowerment programme focused on strengthening women’s social and economic empowerment through Self-Help Groups.

The assessment is expected to examine areas including:

1. Women’s income and livelihoods
2. Employment opportunities
3. Financial independence
4. Household and community-level decision-making
5. Socio-economic empowerment

The intervention is being implemented across identified clusters including Cuttack, Kandhamal, Balasore, Dhenkanal and Barabati in Odisha through an FICSI-affiliated training partner.

2. Pre-Apprenticeship Skill Enhancement Program (P-ASEP)

P-ASEP is described in the RFP as an initiative supported by PepsiCo India in collaboration with FICSI, aimed at improving youth employability and developing an industry-ready workforce for the food-processing sector.

The programme combines classroom-based skill training with practical workplace exposure and pathways towards apprenticeship opportunities under the National Apprenticeship Promotion Scheme (NAPS).

The current implementation covers seven states:

1. Madhya Pradesh
2. Uttar Pradesh
3. Assam
4. Tamil Nadu
5. Karnataka
6. Delhi
7. West Bengal

The programme focuses on technical skills, food safety and hygiene, employability skills, certification, practical experience, apprenticeship and employment pathways.

Professional Qualification and Eligibility Criteria

The RFP requires participating agencies to demonstrate relevant professional experience and capabilities.

Minimum Eligibility Requirements

The agency should have:

1. Minimum 5 years of relevant experience.
2. Experience in impact assessment/evaluation studies.
3. Experience in primary research and field surveys.
