Tender Details at a Glance

The ToR prescribes a ₹1,000 tender fee, ₹10,000 processing fee and ₹15,000 EMD, with a 10% Performance Bank Guarantee for the successful agency.

Minimum Financial & Experience Requirements

The tender's eligibility framework focuses on PSDM empanelment, ToT-certified trainers, PSDM-linked training/certification numbers and PSDM-linked placements rather than a stated turnover or net-worth threshold.

Scope of Work

The selected training partner will be responsible for implementing skill development training under the Punjab Hunar Vikas Yojana for the job roles and districts listed in Annexure E.

The principal responsibilities include:

1. Training Centre Readiness

The training partner must ensure that the training centre is ready for conducting the approved courses, including classroom arrangements and required infrastructure.

The ToR refers to requirements including:

1. Appropriate classroom facilities
2. Lab infrastructure, wherever applicable
3. CCTV cameras
4. Projectors
5. Internet connectivity
6. Pantry
7. Air conditioning
8. Biometric attendance
9. Infrastructure requirements under applicable PMKVY 4.0 guidelines

2. Qualified Trainers

Training is required to be delivered through ToT-certified trainers for the relevant job roles.

The eligibility section requires applicants to provide ToT certification and an undertaking that training will be conducted through the certified trainer.

3. Training, Assessment and Certification

The agency will be responsible for conducting training and coordinating assessment and certification of candidates.

Assessment fees are initially to be paid by the training agency and are to be reimbursed by PSDM. Re-assessment fees are not to be reimbursed by PSDM.

4. Placement and Employment

Placement is an important component of the assignment. Employment is to be facilitated in accordance with applicable PMKVY 3.0 guidelines and at or above semi-skilled wage rates applicable to the place of employment.

5. Monitoring and Follow-up

The training partner is responsible for training management, monitoring, assessment and placement-related activities.

6. Training Completion Timeline

Training, including assessment and certification, is required to be completed by 30 November 2026. Placement may be completed in the following financial year, while final installment bills must be submitted by 31 January 2027.

7. Candidate Allocation

A training agency cannot ordinarily be allocated a target exceeding 600 candidates under the project. The ToR also permits an applicant to apply for multiple job roles at different or the same centres, but only one application is permitted per applicant.

Eligibility Criteria

Basic Eligibility

The applicant must meet the following principal conditions:

PSDM Empanelment

The applicant must be a training partner empanelled with PSDM as on the date of application.

A self-certified copy of the PSDM empanelment letter is required.

ToT-Certified Trainers

The applicant must have ToT-certified trainers for the relevant course/job role in which it seeks a work order.

The required documentation includes:

1. Self-certified ToT certificate issued by the Sector Skill Council
2. Undertaking confirming that training will be conducted through the ToT-certified trainer

This criterion carries 10 marks.

Technical Qualification Criteria

The ToR specifies two key technical eligibility parameters.

Minimum Training & Certification Experience

The applicant must have trained and certified at least 50 candidates in the relevant course/job role as of the date of floating of the EOI.

Only training and certification undertaken in association with PSDM is eligible for consideration, meaning training for which a work order was issued by PSDM.

The scoring structure is:

Scoring zero on either of the two technical eligibility criteria makes the applicant ineligible.

Minimum Placement Experience

The applicant must have placed at least 20 candidates in the formal sector in the relevant course/job role.

Again, only placements associated with PSDM are eligible.

Presentation & Evaluation

Applicants satisfying the basic eligibility criteria and securing at least 35 marks under the specified eligibility criteria may be called for presentation.

The presentation carries 30 marks.

The presentation is expected to cover:

1. Approach and methodology
2. Proposed setup plan
3. ToT-certified trainers
4. Proposed staffing plan
5. Training schedule
6. Quality assurance methodology
7. Monitoring and follow-up
8. Assessment schedule and tie-ups
9. Payment claim schedule
10. Placement proposal

Applicants scoring less than 15 marks in the presentation, or not attending the presentation round, will be considered ineligible for further evaluation.

Financial Terms

The tender document specifies the following financial requirements:

1. Tender Fee: ₹1,000
2. Processing Fee: ₹10,000
3. EMD: ₹15,000
4. Performance Bank Guarantee: 10% of total project cost
5. PBG validity: Up to 30 April 2027
6. Successful bidder's EMD is to be refunded after submission of the PBG.

The ToR also specifies PMKVY 4.0 common cost norms of:

1. Category I – ₹56.00 per hour per candidate
2. Category II – ₹52.50 per hour per candidate
3. Category III – ₹36.85 per hour per candidate

These are stated as applicable cost norms for the project and should not be treated as a separately stated overall estimated tender value.

Payment Structure

The project provides for three broad payment tranches:

The third installment is linked to verified employment, with the ToR specifying a target of at least 70% of certified candidates, of which up to 20% may be self-employment. Proportionate payment provisions apply where employment is above 30% but below 70%; employment below 30% may result in de-empanelment and PBG forfeiture.

Important Performance Conditions

The selected agency must:

1. Start training within 15 days of issuance of the work order.
2. Appoint a designated SPOC for coordination.
3. Complete training, assessment and certification within the prescribed project timeline.
4. Avoid subletting the work.
5. Comply with applicable PMKVY 4.0 terms, conditions and penalties.
6. Submit the required PBG within 10 days of issuance of the work order.

Failure to commence training within the stipulated period can attract penalties ranging from ₹10,000 to ₹30,000 per centre, with PBG forfeiture and target withdrawal for delays of 31 days or more.

Tender Schedule & Important Dates

The detailed ToR schedule table on page 2 specifies the pre-bid query deadline, 6 October pre-bid meeting, 15 October bid submission deadline and 15 October opening.

Important: Because the tender notice and detailed ToR show different dates for commencement of document download, applicants should rely on the latest information available on the official e-procurement portal and applicable corrigenda.

The ToR specifically states that applications submitted through any other mode will not be accepted and will be summarily rejected.

Applicants should ensure that:

1. The application is prepared in the prescribed Annexure-C format.
2. The application is unconditional.
3. All supporting information is backed by authentic documents.
4. Documents are duly certified by the applicant.
5. Signatures are provided on each page as required.
6. Only one application is submitted per applicant.
7. Separate Annexure B2 and B3 information is prepared for different job roles where applicable.
8. All required fee/EMD requirements are completed through the prescribed procurement process.

Annexure-C specifically asks applicants to provide training-centre details, centre address and type, proposed job role, trainee numbers, QP code, NSQF level, course hours, training hours, category, applicant details, PSDM empanelment details, PAN/GST and confirmation regarding supporting annexures.

Training Courses & Job Roles

The tender's Annexure E provides the district-wise training requirement, including:

The listed job roles cover multiple sectors, including healthcare, beauty and wellness, apparel, electronics, logistics, IT, tourism and hospitality, construction, food industry, automotive, agriculture and other skill areas. Examples in Annexure E include Home Health Aide, Fashion Designer, Warehouse Supervisor, Still Photographer, Field Technician, Beauty Therapist, Customer Care Executive, Solar PV Installer, Web Developer, Data Analysis Assistant, General Duty Assistant and other job roles.

The detailed district/job-role allocation should be checked against the complete Annexure E before submitting an application.

Candidate Eligibility

The candidates proposed for training must meet the eligibility conditions under the Punjab Hunar Vikas Yojana.

The ToR states that candidates should have an Aadhaar card of Punjab and be aged above 14 years as on commencement of training. Candidates belonging to vulnerable groups are also required to have an Aadhaar card.

The document further states that only candidates who can take up employment after successful completion of training should be inducted.

Key Points for Training Agencies

Training agencies considering this RFP should pay particular attention to the following:

1. PSDM empanelment is a basic eligibility requirement.
2. Relevant ToT-certified trainers must be available.
3. A minimum of 50 PSDM-linked trained and certified candidates is required in the relevant job role.
4. A minimum of 20 PSDM-linked formal-sector placements is required.
5. Both technical criteria are threshold conditions; scoring zero in either makes the applicant ineligible.
6. At least 35 marks in the eligibility assessment is required to be considered for presentation.
7. The presentation carries 30 marks, with at least 15 marks required.
8. Training must begin within 15 days of the work order.
9. The maximum training allocation per agency is stated as 600 candidates.
