Professional Qualification / Technical Requirements

The GeM tender categorises the requirement as Professional Training Services (Version 2). The bidder is expected to provide the specified training service and meet the technical/service requirements.

3. Training at the buyer's location.

Eligibility Criteria

The principal eligibility conditions identified from the GeM bid are:

Turnover

The bidder must have a minimum average annual turnover of ₹10 lakh for the preceding three years. Documentary evidence is required through certified audited balance sheets or a certificate from a Chartered Accountant/Cost Accountant indicating the turnover.

Experience

The GeM bid specifies two years of past experience in providing similar services. Relevant contracts/orders are required as evidence.

The bid's experience provisions also specify completed similar services during the current and preceding financial years, with alternative project-value thresholds:

1. Three similar completed services of at least 40% of estimated cost each; or
2. Two similar completed services of at least 50% of estimated cost each; or
3. One similar completed service of at least 80% of estimated cost.

For the ₹15 lakh estimated bid value, these correspond to approximately ₹6 lakh, ₹7.5 lakh and ₹12 lakh, respectively.

Financial Standing

The bidder must not be under liquidation, court receivership or similar proceedings and must not be bankrupt. An undertaking to this effect is required with the bid.

Office Location

A service-provider office must be located in the State of the consignee, with documentary evidence.

Important Financial Criteria

The bid expressly records that EMD is not required and ePBG is not required.

Turnover and Net Worth Table

The attached project document contains a separate bidder condition requiring annual business turnover of at least ₹5 lakh and audited accounts/CA certification. This differs from the ₹10 lakh average annual turnover criterion displayed in the GeM bid. Accordingly, bidders should review the complete ATC and any corrigendum before relying on the lower figure.

The tender provides relaxation in the experience criterion for eligible MSEs and DPIIT-registered Startups, subject to meeting the applicable quality and technical specifications.
