Scope of Work

The selected agency will be responsible for end-to-end implementation of the skill development programme in mining-affected areas of Keonjhar District.

1. Candidate Mobilisation

The agency is required to undertake:

  1. Community mobilisation and awareness campaigns

  3. Candidate counselling
  4. Registration of eligible beneficiaries
  5. Batch formation

2. NSQF-Aligned Skill Training

Training is to include, as applicable:

  1. Classroom training
  2. Practical training
  3. Laboratory/workshop training
  4. Simulation training
  5. Industry exposure visits
  6. On-the-job training/apprenticeship

The curriculum is required to comply with NSQF, National Occupational Standards (NOS), Qualification Packs (QP), NCVET guidelines and Sector Skill Council guidelines.

3. Additional Employability Training

The agency may incorporate:

  1. Digital literacy
  2. Financial literacy
  3. English communication
  4. Soft skills
  5. Life skills
  6. Workplace safety
  7. Entrepreneurship development
  8. Environmental awareness

4. Training Infrastructure

The selected agency must ensure suitable:

  1. Smart classrooms
  2. Practical laboratories
  3. Machinery and equipment
  4. Training aids
  5. PPE
  6. Internet connectivity
  7. Audio-visual facilities
  8. Biometric attendance
  9. CCTV surveillance
  10. Safety equipment

Infrastructure must comply with applicable NCVET/Sector Skill Council norms.

5. Human Resources

The agency is expected to deploy:

  1. Project Manager
  2. Centre Manager
  3. Qualified Trainers
  4. Mobilisers
  5. Placement Coordinators
  6. MIS Personnel
  7. Support Staff

Trainers must meet the qualifications and experience requirements prescribed under applicable SSC/NCVET norms.

6. Assessment and Certification

Responsibilities include internal assessment, facilitation of third-party assessment, certification through authorised NCVET/SSC assessment agencies wherever applicable and maintenance of assessment records.

7. Placement and Post-Placement Support

The selected agency will facilitate:

  1. Placement interviews
  2. Wage employment
  3. Apprenticeship opportunities
  4. Entrepreneurship/self-employment
  5. Placement tracking
  6. Post-placement support

The procuring authority reserves the right to add, modify or substitute job roles depending upon industry demand, beneficiary requirements and DMF approval.

Pre-Qualification and Eligibility Criteria

1. Legal Entity

Eligible bidders may be organisations registered under any of the following:

  1. Companies Act, 2013
  2. Societies Registration Act, 1860
  3. Indian Trust Act, 1882
  4. Indian Partnership Act, 1932
  5. Limited Liability Partnership Act, 2008
  6. Sole proprietorship/sole trader registered under GST Act, 2017

The bidder must provide relevant incorporation/registration documents, PAN and GST registration certificate.

2. Operational Experience

The agency must have been in operation for at least five years as on 30 March 2026 and must have filed ITRs for FY 2022-23, 2023-24 and 2024-25.

3. Financial Capacity

The agency must have an average annual turnover of at least ₹6.00 crore from similar assignments/services during the last three financial years:

  1. FY 2022-23
  2. FY 2023-24
  3. FY 2024-25

The financial statements are required to be audited/certified by a Chartered Accountant.

4. Consortium/JV

Consortiums, JVs, associations and subcontracting are not permitted. The bidder must submit as an independent agency.

5. Blacklisting

The agency should not have been blacklisted by any Central/State Government Ministry, Public Sector Undertaking or Government agency. An undertaking on ₹100 non-judicial stamp paper is required.

6. Relevant Experience

The bidder must have at least five years' experience in skill development or industry-linked training projects, with proven experience in NSQF-aligned programmes.
