Scope of Work

5. Aptitude and Skill Testing

The scope also includes conducting aptitude and skill assessment programmes and providing certifications to validate candidates' competencies.

6. Industry and Institutional Collaboration

The SSTP will be expected to collaborate with universities, institutions, subject-matter experts and industry professionals and facilitate specialised faculty and industry exposure.

7. Candidate Mobilisation

SSTPs will be responsible for mobilising suitable candidates for integrated training programmes.

8. Infrastructure

The SSTP must arrange adequate infrastructure for offline, online or hybrid training programmes.

Eligibility Criteria

The EOI sets out the following principal eligibility requirements.

Legal Entity Requirement

The applicant should be one of the following or another registered entity operating within India:

1. Sole Proprietorship
2. Partnership
3. Trust
4. Society
5. Company
6. Other registered entity operating in India

Kerala Office Requirement

The organisation should have an office in Kerala or be willing to establish a regional office in Thiruvananthapuram or Ernakulam within one month of selection as SSTP.

PAN and GST

The applicant must have valid:

1. PAN
2. GST registration

The EOI's legal-status criteria require incorporation/registration in India under the applicable legislation and supporting registration documents.

Blacklisting / Disqualification

The applicant should not have been disqualified or blacklisted by a Government body, PSU, autonomous body or other regulatory body under the Central/State Government.

An undertaking/declaration as prescribed under Annexure III is required.

Minimum Experience

The applicant should have minimum one year's experience in capacity building, education and training domains in the public/private sector.

Documentary evidence supporting the claimed experience must be provided.

Financial and Commercial Criteria

A key point for applicants is that the EOI does not prescribe a minimum average annual turnover or minimum net worth threshold.

However, Annexure II requires applicants to provide turnover details for the previous five financial years, namely:

Important Dates and Schedule

Organisation-Type Documents
