3. Mandatory Eligibility Criteria

The main eligibility requirements are:

Legal Entity

The bidder must be a single legal entity registered under the applicable Act in India.

Joint Ventures are not permitted.

Documents indicated include:

  1. Certificate of Incorporation
  2. GST registration
  3. PAN

Minimum Average Annual Turnover

The bidder must have a minimum average annual turnover of ₹10 crore from Indian operations during:

  1. FY 2023-24
  2. FY 2024-25
  3. FY 2025-26

Supporting documents include statutory audit reports, CA certificate/UDIN-approved turnover certificate and P&L-related financial documentation.

Experience

The mandatory eligibility section specifies a minimum of 3 completed/ongoing consultancy assignments with Central Government, State Government or ULBs.

Experience across multiple ULBs is preferred.

Net Worth

The technical evaluation provides 5 marks for positive net worth based on the audited balance sheet at the end of FY 2023-24.

A CA certificate declaring positive net worth is required as supporting documentation.

4. Financial & Technical Evaluation

The technical proposal carries 100 marks, with bidders required to secure a minimum of 70 marks to qualify for financial evaluation.

The evaluation considers:

Technical Parameter

Maximum Marks

Average Annual Turnover – last 3 financial years

20

Positive Net Worth

Consultancy/PMU/Capacity Building experience with Central/State Govt./ULBs

15

Capacity Building/Skill Development/Awareness Workshops

For turnover, the RFP's scoring bands award progressively higher marks as turnover increases, with the highest band for turnover exceeding ₹15 crore. Experience in consultancy/PMU/capacity building with government/ULBs during the last seven years is also scored.

The financial score is calculated using the lowest financial bid as the benchmark. The final combined score uses:

Final Score = (Technical Score × 0.80) + (Financial Score × 0.20).

5. Tender Fee and EMD

Tender Fee

The tender notice specifies:

  1. ₹1,000 – Bid/Tender Document Fee
  2. ₹1,180 – E-service Fee
  3. Total payable = ₹2,180

Payment may be made through Internet Banking or by generating an RTGS/NEFT challan.

EMD

There is an important discrepancy in the uploaded RFP:

  1. Page 2 states EMD: ₹1,00,000 (Rupees One Lakh only).
  2. Page 7's Terms & Conditions also state ₹1,00,000.
  3. Page 6's mandatory eligibility table contains ₹2,00,000, but the words alongside it say “Rupees One Lakhs only,” creating an internal inconsistency.

For publication on SkillCouncils.com, the safest wording is:

“EMD is stated as ₹1,00,000 in the tender notice and Terms & Conditions; however, an inconsistent ₹2,00,000 figure appears in the mandatory eligibility table on Page 6. Bidders should verify the applicable EMD amount on the official Haryana e-tender portal before making payment.”

The document states that EMD may be paid online directly through Internet Banking or through an RTGS/NEFT challan.

6. Submission Guidelines
