Professional Qualification and Eligibility Criteria

The GeM bid requires the bidder to have at least three years of past experience in providing similar services. The experience is specifically linked to providing similar services to Central Government, State Government organisations or PSUs.

Relevant contracts or orders are required to be uploaded to demonstrate experience during the required financial years.

The bid provides three alternative routes for demonstrating completed similar-service experience during the specified three-year period:

1. Three similar completed services, each costing at least 40% of the estimated cost.
2. Two similar completed services, each costing at least 50% of the estimated cost.
3. One similar completed service, costing at least 80% of the estimated cost.

Therefore, bidders should not make any separate tender-fee or EMD payment unless an official corrigendum or updated GeM bid record expressly changes the requirement.

The seller cannot assign or subcontract the contract, wholly or partly, without prior written consent from the buyer and remains responsible for contractual performance even where such consent is granted.

MSE and Make-in-India Provisions

The GeM bid records Make in India compliance as Yes and MSE Purchase Preference as Yes. The purchase-preference margin specified in the bid is L1 + 15%, subject to the applicable policy and bidder eligibility conditions.

The bid states that MSE purchase preference is available to eligible MSE service providers with valid Udyam registration and appropriate validation. For services, the bidder must be the service provider of the offered service.

However, the bid explicitly records No relaxation for MSEs in years of experience and turnover and No relaxation for Startups in years of experience and turnover.

GeM Market Availability and Procurement Background

The accompanying GeM Availability Report states that the buyer searched for the service titled “TRAINING ON 690V SWITCH BOARD (NISTAR CLASS SHIPS) AT ND(V) PREMISES.” The report records that a corresponding GeM category was not available for the searched text and describes the requirement as a one-time requirement for which new category creation was not proposed. The report was generated on 12 August 2026 and was valid until 11 September 2026.

Tender Analysis for Service Providers

From a tender-compliance perspective, the key qualification hurdle is not the financial size of the project but the documented track record in similar services.
