Scope of Work
The selected Anchor Industry Partner will be responsible for planning, implementation, coordination and operational management of the Rewa ITI Cluster through an SPV under the PPP framework. The assignment requires a minimum five-year commitment and includes strategic leadership, industry knowledge, co-investment and long-term support for transforming the ITIs into industry-aligned training centres.
The major scope includes:
- Strategic Planning and Governance
Preparation of a five-year Strategic Investment Plan covering infrastructure upgrades, new courses, staffing plans, investment requirements and outcome targets.
- Infrastructure Upgradation
Upgradation of classrooms, laboratories, workshops, hostels, IT networks and other facilities across the Hub and Spoke ITIs. The AIP will also support procurement, installation and maintenance of industry-grade tools, equipment and simulators.
- Curriculum Design and Training Delivery
Development and updating of curricula in collaboration with DGT and industry experts, with alignment to NSQF and National Occupational Standards. New-age trades may include EV, renewable energy, AI/ML, advanced manufacturing and other emerging sectors.
- Faculty and Staff Development
Industry immersion, Training of Trainers, pedagogy enhancement, onboarding of additional trainers and subject matter experts, and continuous professional development support.
- Financial Co-Investment and Revenue Models
The AIP must contribute at least 17% of the project cost and support revenue-generation models such as paid training, consultancy, shared lab usage, industry-paid assessments and certifications.
- Operational Management
Day-to-day cluster management through the SPV, including budgeting, accounting, procurement, asset maintenance, contractual hiring and ICT-enabled systems such as LMS and student management platforms.
- Placement, Apprenticeship and Industry Linkages
Creation of employer linkages, internships, apprenticeships, job fairs, industry visits, placement cells and career counselling support.
- Quality, Standards and Monitoring
Ensuring adherence to NCVET, NSQF and other regulatory standards, implementation of KPIs, accreditation support and regular reporting to State and Central Government authorities.
- Innovation and Sustainability
Introduction of incubators, entrepreneurship cells, online labs, virtual reality training, alumni networks, industry sponsorships and long-term financial sustainability plans.

The cluster has existing ITI capacity across trades, sanctioned seats, admissions, hostel availability and HR strength, which bidders are expected to consider while preparing the Strategic Investment Plan.
Eligibility Criteria
Eligible bidders may include:
- Credible industry partners, companies or manufacturers with established operations in India, including PSUs.
- Industry associations or consortia.
- Industry-led foundations, including CSR or philanthropy arms of corporates.
- Academic institutions promoted or operated by industry.
- Industry partnerships with reputed academic institutions, Institutes of National Importance, skilling institutions, universities, training partners or Sector Skill Councils.
The bidder must be a legally registered or incorporated entity in India. In case of a consortium, the Lead Bidder and each consortium member must be legally registered entities. A consortium of up to five members is permitted, with the Lead Member authorised to submit and represent the proposal.
Additional eligibility requirements include valid PAN, GSTIN where applicable, no blacklisting or debarment, no conflict of interest and submission of prescribed EMD.
