Scope of Work

The broad scope includes procurement, fabrication, deployment, testing and commissioning of 73 Mobile Training Unit Vans. The successful bidder will be responsible for complete delivery of the vans at locations to be communicated later by the buyer. The buyer reserves the right to increase or decrease the quantity by up to 25% as per the tender conditions.

The technical and fabrication scope includes:

1. Base vehicle with diesel engine, power steering, monocoque construction, rear-wheel drive, 70-litre fuel tank, tubeless tyres, 3-year/3,00,000 km vehicle warranty and ARAI certification.
2. Interior paneling using FRP, fire-retardant gel-coat technology, acoustic and thermal insulation.
3. Driver and cabin partition, wooden storage cabinets, anti-skid vinyl flooring with waterproof ply-board.
4. Seating arrangement, working table with switch/ports and WLAN connection.
5. 32-inch and 43-inch TV installations, PA system, speakers, fans, lights, plug points, charging facility and 3.5 KVA genset.
6. AC system, external artwork, fire extinguishers, water dispenser, awning, windows, handles, grab rail and rear footstep arrangement.

Pre-Qualification and Eligibility Criteria

Bidders must be operating in India with similar experience in supply/manufacturing of Mobile Training Vans, Mobile Medical Vans or Ambulances during the last three consecutive financial years: FY 2023-24, FY 2024-25 and FY 2025-26. The bidder must be an OEM or authorised distributor/partner/dealer/retailer of vehicles/automobiles or fabricator, with a valid bid-specific OEM authorisation/MAF for the base vehicle. Dealer authorisation alone is not accepted.

The bidder or OEM must have authorised service centres in major states/cities of India. The bidder must also submit valid GST and PAN details, declarations for non-blacklisting, non-bankruptcy/non-liquidation, and an ESG undertaking.

Similar Work Experience Requirement

The bidder must have completed similar work such as Mobile Training Vans, Mobile Medical Units/Vans or Ambulances during the last three financial years, meeting any one of the following:

Financial Criteria

The bidder must have an average annual financial turnover of at least ₹8 crore during the last three consecutive financial years. This turnover must belong to the bidder itself and not to group companies, subsidiaries or parent companies. The bidder must submit a CA certificate, Profit & Loss Statement or audited financial statements.

The GeM bid also mentions OEM average turnover of ₹7,583 lakh and requires past performance of 10%. Bidders must ensure that the offered products are not obsolete and have at least 3 years residual market life.

Tender Fee, EMD and Performance Security

The EMD amount is ₹2,50,000, payable in favour of ECOMMITTEE, SUPREME COURT OF INDIA, payable at New Delhi. The scanned copy/proof must be uploaded with the technical bid, and the original hard copy must be submitted to the buyer within 5 days of bid end date/bid opening date.

The successful bidder must submit Performance Bank Guarantee / Performance Security at 2% of total contract value. The ATC requires submission within 7 days of issuance of GeM Contract/Letter of Award, and no payment will be released without PBG submission.

Submission Guidelines

This is a two-part bid process:

1. Technical Bid – Only bidders meeting pre-qualification and eligibility criteria will be considered for financial bid opening.
2. Financial Bid – To be opened only for technically qualified bidders. The tender will be evaluated on the Least Cost Selection (LCS) method, and the L1 bidder will be considered for award.

Bidders must not include financial/price details in the technical bid. Any such submission may make the bid non-responsive. Each bidder can submit only one bid. The bidder’s quoted price must include supply, fabrication, deployment, testing, commissioning and delivery across the relevant states/districts.
