Scope of Work (Key Highlights)
The selected agency will provide end-to-end digitization services on a turnkey basis:
Core Activities:
  1. Scanning and digitization of physical records (A0–A4, legal size)
  2. Metadata entry and indexing for document retrieval
  3. Uploading digitized records to e-office system

  5. OCR-based searchable PDF creation
  6. Data storage, backup, and transfer (external hard disks)
  7. Post-digitization support and document management
Additional Responsibilities:
  1. Infrastructure setup (scanners, servers, power backup)
  2. Deployment of skilled manpower (scanning, QC, metadata)
  3. Ensuring data security and confidentiality
  4. Continuous data updating and verification
 The work includes full lifecycle digitization from collection to final upload and archival.
Eligibility Criteria
Mandatory Eligibility:
  1. Must be empanelled with UPLC under:
    1. Job Category-II (IT Enabled Services)
    2. Service Provider Category: S, A, B, or C
Key Requirements:
  1. Legally registered entity (Startup allowed with DPIIT certificate)
  2. Valid PAN and GST registration
  3. Minimum 3 similar digitization projects (last 3 years) (waived for startups)
  4. Availability of required hardware/software (OCR, scanners, QC tools)
  5. Skilled manpower for scanning and metadata entry
  6. Local presence in Uttar Pradesh (or willingness to establish)
  7. Non-blacklisting declaration
