📌 Scope of Work
The selected agency will act as an implementation partner responsible for end-to-end execution of skill development programs across India.
Key Responsibilities:
  1. Establish training infrastructure (classrooms, labs, IT equipment)
  2. Conduct training programs (14–30 weeks) across multiple trades
  3. Provide participant kits, refreshments, and logistics
  4. Deploy trainers, coordinators, and project staff
  5. Manage MIS, attendance, reporting, and documentation
  6. Support assessment, certification, and placement facilitation
  7. Ensure branding, visibility, and compliance
  8. Provide post-training support and career guidance
📌 Pre-Qualification Criteria
Bidders must meet mandatory conditions:
Organizational Requirements:
  1. Registered entity (Company/LLP/Society) with minimum 5 years existence
  2. Functional office and training infrastructure in Uttar Pradesh
Experience Requirements:
  1. Minimum 3 years experience in skill development/training
  2. At least 2000 candidates trained in last 3 years
  3. Minimum 5 government/PSU projects
  4. Experience across 10+ districts/cities
Project Experience:
  1. Either:
    1. 1 project ≥ 80% of tender value OR
    2. 2 projects ≥ 50% OR
    3. 3 projects ≥ 40%
Manpower:
  1. Minimum 20 staff (trainers + coordinators)
Compliance:
  1. PAN, GST, ITR (last 3 years)
  2. ISO 9001 certification
  3. Non-blacklisting declaration
