Tender Summary

The Department of School Education (DoSE), Government of Assam, through Samagra Shiksha Axom, has invited Expressions of Interest (EOI) from qualified consulting firms for the Design, Development, Implementation, Capacity Building, and Operations & Maintenance of the Artificial Intelligence-enabled Vidya Samiksha Kendra (VSK 2.0).

The project is part of the World Bank-supported Assam: School Education and Adolescent Wellbeing Project (ASAP). The initiative aims to strengthen educational governance and improve learning outcomes through data-driven analytics, AI-based learning tools, and integrated education management platforms.

Scope of Work

1. The selected consulting agency will be responsible for the end-to-end implementation of AI-enabled VSK 2.0, including design, development, deployment, and long-term operational support.
2. Key responsibilities include:

1. System Architecture & Infrastructure

1. Design and establish the technical architecture and data framework for the VSK 2.0 platform.
2. Build interoperable systems integrating with existing government platforms such as Shiksha Setu, UDISE+, DIKSHA, DigiLocker, and PFMS.
3. Establish a central data lake for educational analytics.

2. AI-Enabled Learning Platform Development

1. Develop AI-driven modules for:

1. Implement real-time dashboards for state, district, and school-level decision-making.
2. Provide predictive analytics for learning outcomes and education performance monitoring.

4. Education Ecosystem Integration

1. Integrate VSK with multiple national and state systems, including:

1. Conduct training programs for SCERT, DIETs, district officials, and teachers.
2. Develop operational manuals, digital guides, and change-management strategies.

1. Provide ongoing platform support, upgrades, monitoring, and system maintenance.
2. Deliver documentation and ensure full handover to the government after project completion.

Eligibility Criteria

1. Interested consulting firms must meet the following requirements:

Organizational Experience

1. Minimum 3 years of experience in India working on World Bank or multilateral funded projects.
2. At least 2 similar large-scale digital platform projects completed in the last 3 years.

Technical Capability

1. The firm must demonstrate experience in:
2. Education technology platforms
3. AI-enabled education solutions
4. Data analytics and dashboards
5. Integration with government systems via APIs
6. Large-scale digital platforms serving 25 lakh+ beneficiaries

Certifications

1. The firm must possess either:

CMMI Level 3 or higher, OR

ISO 27001 certification for software development.

Staffing Capability

1. The firm must demonstrate the ability to deploy a multi-disciplinary team, including experts in:

3. Education technology systems
4. Data analytics and dashboards
5. Software engineering
6. Education assessment
7. Cybersecurity
8. Cloud infrastructure
9. Capacity building and change management

Legal Compliance

1. The firm must not be debarred or suspended by the World Bank or any multilateral agency.

Financial Criteria

1. Firms must demonstrate strong financial capability:
2. Minimum Average Annual Turnover: ₹14 Crore (last 3 financial years)
3. Net Worth Requirement: Positive net worth in the last financial year
4. Financial Proof: Audited financial statements and CA certification
