Tender Summary

Odisha Coal and Power Limited (OCPL), a Government of Odisha company, has invited proposals from eligible agencies for implementing a Skill Development and Livelihood Generation Program for Women in Apparel and Tailoring at RR Colony of OCPL in Sundargarh district.

The project aims to empower women through structured training, capacity building, product development, and market linkage support in the apparel and tailoring sector. The selected agency will establish training centers, conduct skill development programs, and facilitate sustainable livelihood opportunities for beneficiaries.

The selection of the implementing agency will be carried out through a Single Stage Two-Part Competitive Bidding Process (Techno-Commercial Bid and Price Bid) using the Least Cost Selection (LCS) method.

Bidders must demonstrate experience in consultancy or social development projects, especially related to public health, social welfare, or community development programs.

Scope of Work

1. The selected agency will be responsible for implementing a comprehensive livelihood development program, including:
2. Establishment of training centers for apparel and tailoring.
3. Identification and mobilization of women beneficiaries.
4. Skill development and vocational training programs.
5. Capacity building and entrepreneurship support.
6. Product development and innovation in tailoring.
7. Market linkage and sales development support.
8. Formation of producer groups.
9. Monitoring, documentation, and reporting of project activities.
10. Development of sustainability and exit strategy for the program.

Eligibility Criteria

Technical / Experience Requirements

1. Bidder must have minimum 7 years of experience in consultancy or similar service projects.
2. Must have completed at least 2 similar consultancy projects in the last 7 years.

Organizational Requirements

1. The bidder must be one of the following:
2. NGO / Society
3. Private Limited Company
4. Registered Organization working in development sector

Required documents include:

1. Certificate of Incorporation / Registration
2. Registration under Section 12A of Income Tax Act
3. Registration under Section 80G of Income Tax Act
4. GST Registration
5. PAN Card

1. Minimum Average Annual Turnover: ₹9.88 Lakhs (last 3 financial years)
2. Audited balance sheets and profit & loss statements must be submitted.
3. Turnover must be certified by a Chartered Accountant if not clearly mentioned in financial statements.

Tender Fee and EMD

MSME bidders must submit a Bid Security Declaration in place of EMD.
