Tender Overview

The Municipal Council Malajkhand, District Balaghat, Madhya Pradesh has invited online e-tenders from eligible NGOs, companies, societies, and partnership firms for conducting capacity building and training programs related to sanitation and Swachhata Survekshan 2026–27 activities.
The selected agency will be responsible for organizing training sessions for sanitation workers, municipal staff, ward supervisors, and community stakeholders, along with documentation and reporting of activities.
The initiative aims to strengthen urban sanitation systems, waste management practices, and community awareness in alignment with Swachh Bharat Mission and Swachhata Survekshan guidelines.
Scope of Work
The selected training agency/NGO will be responsible for conducting capacity building and training activities across the municipal wards as per the Swachhata Survekshan program requirements.
Key responsibilities include:
  1. Training of sanitation workers
  2. Capacity building for ward supervisors and sanitation inspectors
  3. Orientation programs for municipal staff
  4. Training of Self Help Groups (SHGs) and NGOs
  5. Training programs on source segregation and waste management
  6. Awareness and training related to ODF++ compliance
  7. Capacity building for GFC Star Rating
  8. Conducting behaviour change communication (BCC) programs
  9. Preparation of training materials and audio-visual presentations
  10. Organizing field demonstrations
  11. Maintaining documentation and MIS reporting
  12. Submitting training reports with attendance and photographic evidence
The training programs must be conducted across all wards of the city as per the schedule approved by the Municipal Council.
Eligibility Criteria
Legal Status
Bidders must be legally registered entities such as:
  1. Registered NGO
  2. Private Company
  3. Registered Society
  4. Partnership Firm
Valid registration documents must be submitted with the bid.
Experience Requirements
The bidder must have prior experience in:
  1. IEC (Information Education Communication) activities
  2. Capacity building and training programs
  3. Urban sanitation or Swachh Bharat Mission related projects
Minimum requirement:
  1. At least 3 similar projects completed in the last 5 years
  2. Each project value must be minimum ₹5 lakh
  3. Work orders and completion certificates must be submitted.
Financial Criteria
The bidder must demonstrate financial capacity through:
  1. Minimum average annual turnover of ₹10 lakh during the last 3 financial years
  2. CA certified turnover certificate
  3. Income Tax Return (ITR) documents
Statutory Compliance
Bidders must possess:
  1. Valid GST Registration
  2. PAN Card
Blacklisting Condition
The bidder must submit an affidavit declaring that the organization has not been blacklisted by any government department or municipal body.
Performance Security
The selected bidder must submit Performance Security equal to 5% of the contract value.
Acceptable forms include:
  1. Bank Guarantee
  2. Fixed Deposit Receipt (FDR) pledged to Municipal Council
The security must remain valid for the contract period plus three months.
Failure to submit the performance security may result in cancellation of the work order.
Payment Terms
The payment conditions are strictly performance-based.
  1. No advance payment will be made
  2. Payment will be released only after:
    1. Completion of training activities
    2. Submission of attendance sheets
    3. Photographic evidence
    4. Training reports
    5. Video documentation (if required)
Additionally:
  1. 20% payment will be withheld as performance guarantee
  2. The withheld amount will be released after verification and satisfactory completion of the program.
  3. Up to 30% deduction may apply for incomplete documentation.
Monitoring and Reporting Requirements
The agency must submit the following documentation:
  1. Training schedules
  2. Daily activity reports
  3. Attendance sheets
  4. Photo documentation
  5. Final impact report
  6. MIS data for Swachhata portal
Municipal authorities may also conduct physical verification of activities.
Penalty Clause
Penalties may apply in the following situations:

The Municipal Council reserves the right to terminate the contract without notice if serious violations occur.
Contract Period
The contract period will be:
6 months or until completion of Swachhata Survekshan activities, whichever is earlier.
Tender Submission Guidelines
  1. Tender mode: Online E-Tender
  2. Bidders must upload all required documents on the e-procurement portal.
  3. Only technically qualified bidders will be considered for financial evaluation.
  4. Final selection will be based on L1 (Lowest Financial Bid) method.
The Municipal Council reserves the right to:
  1. Accept or reject any bid
  2. Cancel the tender process
  3. Modify the scope of work if required.
