1. Scope of Work

1. Empanelment of Consulting Agencies and Educational Institutions for carrying out research-related studies and projects in Gujarat’s tourism sector.
2. Research themes may include: impact assessments, socio-economic studies, user feedback, sustainability studies, innovation & technology adoption, disaster preparedness, skill assessments, etc.
3. Two categories of empanelment:
   1. Category 1: Consulting Firms
   2. Category 2: Academic/Educational Institutions

1. 2 years, extendable by 1 additional year (subject to performance and mutual agreement).

1. Legal Entity: Pvt./Public Ltd. Co., LLP, Partnership, Proprietorship, Trust, or Society registered in India for at least 5 years. (No JVs/individuals allowed).
2. Financials: Minimum average annual turnover of ₹50 lakhs in last 3 years (FY 2022–23 to 2024–25).
3. Experience:
   1. At least 1 project worth ₹16 lakhs, OR
   2. 2 projects worth ₹10 lakhs each, OR
   3. 3 projects worth ₹8 lakhs each (completed in last 5 years).
   4. At least one project must be in tourism sector.
   5. Similar projects = research/consulting (impact assessments, socio-economic, skill, environment, sustainability, etc.).
4. Evaluation: 3 stages – Responsiveness → Pre-qualification → Marking & Technical Presentation.
   1. Technical (Max 100 marks; min 70 overall & min 20/40 in presentation required).

1. Must be legally registered institutions with faculties, infrastructure, and research capabilities.
2. Evaluation based on submission + technical presentation (no financial marking).
3. JVs/individuals not allowed.

1. Category 1 only:
   1. EOI Fee: ₹5,000 (non-refundable DD).
   2. EOI Security (EMD): ₹20,000 (DD valid 60 days or Bank Guarantee valid 180 days).
2. Category 2: No fee/EMD applicable.

1. Tender Fee (EOI Fee): ₹5,000 (DD, non-refundable).
2. EMD (EOI Security): ₹20,000 (BG or DD).
3. Applicable only for Category 1.

1. Category 1:
   1. Submit online via nprocure.com AND physical hard copy + pen drive at TCGL office.
2. Category 2:
   1. Only physical submission + pen drive required.
3. All documents must be signed, sealed, bound, indexed, and in prescribed formats.
4. Documents in languages other than English must be submitted with certified English translations.
