Eligibility Criteria for Training Providers
๐ For Private Entities (NGO/Trust/LLP/Company/Society etc.)
- Legal Status: Proper registration under relevant act.
- Experience: Minimum 3 years in implementing skilling projects with documented completion and placement proof.
- Presence: Registered/Branch office in Assam is mandatory.
- Blacklist Declaration: Not blacklisted by any government authority.
- Financial Criteria:
- Turnover: Avg. of โน19.5 Lakhs (FY 2021–22, 2022–23, 2023–24).
- Positive Net Worth in the last financial year.
- Placement Proof: MoUs or LOIs from employers with contact details.
๐ For Government Institutions (e.g., ITIs, Polytechnics):
- Exempted from EMD and financial turnover conditions.

๐ Other Key Conditions
- Training must start within 15 days of work order.
- Aadhaar with Assam residence proof is mandatory for trainees.
- Mandatory biometric attendance, CCTV monitoring, and MIS reporting.
- No subletting or franchise delivery allowed.
- Delay in starting or invoicing may attract rejection.
