Empanelment of Project Implementing Agencies (PIAs) for DDU-GKY 2.0

Scheme: Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY) 2.0
Target: Skill development of 892 rural poor youth including:
- 300 for Captive Employers
- 45 for Persons with Disabilities (PwD)
📌 Scope of Work
Selected PIAs will be responsible for:
- Conducting training (minimum 576 hours over 90 days)
- Ensuring NSQF-aligned curriculum
- Ensuring minimum domain (396 hrs) and non-domain (180 hrs) training
- Achieving target completion by 31st December 2025
- Placement completion by 31st March 2026
✅ Eligibility Criteria
A. Organizational Criteria
- Registered under:
- Indian Trust Act / State Society Registration / Cooperative Acts / LLP Act / Companies Act, or
- Self-Help Groups (SHGs) and their Federations
- NGO applicants must be registered on NITI Aayog Darpan
- Must be more than 3 years old (except for Startups)
- Must have a valid PRN under DDU-GKY 2.0
B. Categories of PIAs
- Captive Employers
- Existing PIAs with >50% placement rate under DDU-GKY
- New Skill Training Providers (no DDU-GKY experience)
- DPIIT-recognized Startups
C. Ineligible Entities
- PIAs with recovery proceedings
- PIAs with <50% placement performance in earlier projects
- Agencies whose directors or key personnel were involved in defaulting PIAs
- Blacklisted entities
- Consortium or sub-contracting is not allowed

- Follow DDUGKY 2.0 Guidelines, SOPs, and formats for document uploads
- File size per document: < 5 MB, legible scanned originals
- All financial/legal documents must follow standard formats

- Qualitative Appraisal conducted by NIRDPR
- Minimum qualifying scores in technical & financial sections required
- PIAs failing at screening can reapply with a fresh fee before the deadline

- No clubbing of QPs; micro-credentials allowed only to meet hour requirements
- SPAC holds final authority over approvals, targets, and trade allocations
