1. Conduct 7-day intensive Dual Certification Training Program on Drone Operation & Data Analysis.
2. Certification includes:
   1. DGCA-Approved Remote Pilot Certificate (RPC)
   2. OEM Dual Certification
3. Training Mode: Offline, Classroom-based, Instructor-led (Weekdays, 8 hours/day).
4. Total Trainees: 20 Officers (2 batches of 10 each).
5. Duration: 7 days per batch.
6. Venue: Service provider’s training premises (preferred Guwahati, Assam).
7. Deliverables include: Training kits, manuals, DGCA-approved practical and simulator training, post-training support, lodging & boarding, and assessment reports.

1. Experience: Minimum 3 years in providing similar services.
2. Turnover: Minimum average annual turnover of ₹60 Lakhs (last 3 years).
3. Mandatory Documents:
   1. Proof of experience (contracts/work orders).
   2. Turnover documents (CA-certified/Audited Balance Sheets).
   3. OEM Authorization Certificate.
4. Local Presence: Training institute must have an office in Guwahati, Assam.
5. MSE & Startup Exemption: Eligible for exemption from turnover & experience criteria (with valid supporting documents).

1. Estimated Bid Value: ₹20,00,000
2. EMD: ₹1,00,000 (exemption applicable for MSEs & Startups as per GeM rules).
3. Performance Bank Guarantee (ePBG): 5% of contract value (valid for 3 months).
4. Payment Terms: Service provider must first pay staff wages and then claim reimbursement from the buyer with proof.

1. Tender Fee: Nil (as per GeM policy, no bid participation fee).
2. EMD: ₹1,00,000 (SBI Bank, in favor of Tea Board India NE Zonal Office, Guwahati).
3. Exemptions: Available for MSEs/Startups with valid documents.
