Expression of Interest (EoI) issued by the Jharkhand Biodiversity Board (JBB) for training and capacity building of Biodiversity Management Committees (BMCs):

📌 Tender Summary

6. Training Batches: 20 clusters (each covering 5 BMCs)

📚 Scope of Work

Agencies will be empanelled to deliver training and capacity-building programs to BMCs. The tasks include:

1. Training on Biodiversity Act 2002 & Amendment Act 2023.
2. Updating People’s Biodiversity Registers (PBRs).
3. Training on medicinal plant documentation.
4. Coordinating with forest officials and banks for account opening.
5. Conducting geo-tagged field visits.
6. Submitting detailed training reports and geo-tagged media.
7. Adhering to JBB’s guidelines.

Training Syllabus Includes:

1. Biodiversity conservation and traditional knowledge
2. Environmental protection, pollution control
3. Access & Benefit Sharing
4. Sustainable livelihoods & eco-tourism
5. Social/entrepreneurship and agri-based businesses

✅ Eligibility Criteria (Pre-Qualification)

1. Legal Entity: Registered under Companies Act/Partnership Act/Trust/Society (min. 10 years old).
2. Work Experience:
   1. Minimum 2 projects > ₹20 lakh each in training/capacity building.
   2. Relevant experience with biodiversity, forest, or wildlife departments.

3. Team Composition:

   1. Team Leader with >5 years’ experience
   2. Agro-biodiversity Expert
   3. Forestry/Botany/Zoology Expert
   4. 2 Field Coordinators (grassroots experience)

4. Financials:

   1. Avg. turnover: ₹25 lakh in last 3 years.
   2. IT returns/CA certification required.

5. Location Expertise: Preferably worked in Ranchi, Simdega, Dumka, or West Singhbhum.

💰 Financial Criteria

1. EoI Fee: ₹5,000 (Demand Draft)
   
   1. EMD: ₹25,000 (Refundable after selection process)
   2. Security Deposit: ₹50,000 (for selected bidder via Bank Guarantee)
2. Payment Rate: As per National Biodiversity Authority (NBA) norms
   
   1. ₹7,000 per Gram Panchayat BMC (7 members)

1. Minimum Technical Score to Qualify: 60%
2. Empanelment Score: Minimum 70% (incl. presentation)
3. Evaluation Areas:

   2. Methodology & Work Plan (30 marks)
   3. Resource Expertise (20 marks)
   4. Presentation by Team Leader (20 marks)
