Vaduj Nagarpanchayat (VNP) invites online bids from qualified agencies to carry out Information, Education, and Communication (IEC) activities under Swachh Bharat Mission 2.0 for one year. The contract will involve conducting awareness drives, training, digital promotions, and real-time monitoring via a custom dashboard. |
| Pre-Qualification Criteria |
📌 Scope of Work
- Organize field activities like flash mobs, rallies, drives, plog runs, etc.
- Promote sanitation, cleanliness, and source segregation of waste.
- Conduct capacity-building workshops and staff training.
- Develop digital and social media content for awareness.
- Maintain records (photos, videos, geo-tagging) of all activities.
- Submit monthly activity reports and create a monitoring dashboard.
- Work on eliminating garbage-vulnerable points and promote decentralized waste management.
- Inclusion and formalization of informal ragpickers.

✅ Eligibility Criteria
- Experience in similar Swachh Bharat Mission work in at least four (4) Municipal Councils.
- Must be empaneled with any State Government for IT/ITES services.
- Registered as a company/firm/NGO/SHG with:
- GST Certificate
- ROC/Shop Establishment
- Professional Tax Enrollment
- ISO (preferred)
- EPF Registration
- Average turnover of ₹1 Crore over the last 3 financial years (CA certified).
- Not blacklisted by any government agency.
- Must have an office in Maharashtra.
- Must have executed at least 2 IEC projects of 12 months each in cities with a population of over 50,000 (not before 01/04/2018).
- Submission of a technical presentation in hard copy during pre-bid is mandatory.
💰 Financial Criteria
- Minimum average turnover: ₹1 Crore (last 3 FYs).
- No consortium cap mentioned.
- Financial bids are evaluated based on L1 (Lowest Price).
💵 Tender Fee & EMD
- EMD: ₹25,000 (Demand Draft only, in favor of Chief Officer, Nagarpanchayat)
- EMD Exemption: Allowed for MSME/DPIIT-registered bidders with valid certification.

- Bid System: Two-envelope system (Technical & Financial), both submitted online.
- Financial bids only of technically qualified bidders will be opened.
- Technical bids to include all required documents, work orders, certifications, and signed presentations.
