- Issuer: HLL Infra Tech Services Limited (HITES), a Government of India Enterprise under MoHFW
- EOI No.: HITES/BD/EOI/2025-26/001
- EOI Purpose: Empanelment of System Integrators (SI) to implement skill development training and assessment projects across India
- Nature of Contract: Empanelment; not a tender for specific work immediately
🔧 Scope of Work
The selected System Integrators must execute the following training and assessment activities via a tech-enabled platform:
A. TP/TC Empanelment
- Training Partner/Training Centre audit systems
- Mobile app for geo-tagged audit evidence
- Certificate generation and job role uploads
B. Blended Learning
- Candidate psychometric filtering and onboarding
- Assignment and evidence tracking
- LMS with online classes, videos, assignments, and tests
C. Assessment Management
- Online proctored assessments
- AI-based testing
- Result publication and batch analytics
D. Audit Management
- Surprise audits, discrepancy resolution workflows
E. Placement System
- Interview scheduling, job offers, employer dashboards, counselling system
F. Corporate CSR Projects
- CSR dashboards
- Candidate tracking
- Training and certification
📝 Note: Bidders must demonstrate compliance with at least 75% of the above scope (Items 1 to 58).
✅ Pre-Qualification Criteria
The applicant must:
- Be in system integration for 5+ years
- Have executed skill training/assessment for at least 3 lakh candidates (avg.) over the last 3 years
- Worked with 10 NCVET-recognized entities in the previous year
- Be NCVET approved for healthcare segment
- Have turnover of ₹10 crore+ in FY 2023-24
- Have positive net worth as of 31-Mar-2024
- Have profit before tax in 2 of the last 3 financial years
- Be an Indian-registered company/firm
- Possess valid PAN & GST registrations
- Submit proof of PF registration (if applicable)
- Submit all required declarations and undertakings
- Joint ventures / consortiums are NOT allowed
- Not be blacklisted, debarred, or bankrupt
- Submit all compliance documents and authorization letters
💰 Financial Criteria
- Annual Turnover (FY 2023-24): Minimum ₹10 Crore
- Positive Net Worth mandatory
- Profit before tax: In 2 out of last 3 FYs
💵 Tender Fee & EMD
- EOI Processing Fee: ₹20,000 + 18% GST = ₹23,600 (Non-refundable)
- Empanelment Fee: ₹50,000 (Non-refundable, after selection)
- EMD: Not applicable as this is an empanelment EOI
