- Exam Capacity: Should have handled 20,000+ candidates in one shift
- Own Software: Cert-in certified exam software with source code ownership
- Infrastructure: 15,000+ valid test nodes in Maharashtra
- No Blacklisting: Declaration required

- TS (Technical Score) – 80% weight
- FS (Financial Score) – 20% weight
- Combined Score (CS) = TS × 0.8 + FS × 0.2
Contract will be awarded to the bidder with the highest CS.
