🔍 Objective:

To empanel reputed training institutes for delivering IT training programs across Goa under the “IT Knowledge Centers” initiative, enabling digital literacy and employable IT skills.

📌 Key Details:

🎯 Scope of Work:

1. Provide IT training across Goa through empaneled centers.
2. Each institute can apply for up to two primary locations and up to three additional remote locations.
3. Conduct training as per ITG curriculum and guidelines.
4. Ensure quality infrastructure, qualified faculty, biometric attendance, and ITG-approved assessments.
5. Training must be inclusive of SC/ST schemes with financial coverage by DITE&C.

📚 Courses Offered:

13+ tentative IT courses including basic digital literacy, multimedia, and advanced IT topics. Course list provided in Appendix-III.

✅ Eligibility Criteria:

1. Legal Entity: Registered for at least 5 years.
2. Annual Turnover: Minimum ₹20 lakhs from IT training (past 3 years).
3. Faculty: At least 2 qualified trainers on payroll.
4. Local Presence: Office and training center in Goa.
5. Certifications: Valid ISO for Education & Quality.
6. No blacklisting declaration mandatory.

⚙️ Infrastructure Requirements:

1. IT labs, classrooms, power backup, internet, CCTV, biometric attendance.
2. Licensed or open-source software.
3. Safety and hygiene facilities (first aid, fire safety, clean drinking water, gender-specific washrooms).

📝 Application Components:

1. Eligibility documents, annexures, TOR fee, EMD.
2. Physical submission in a sealed envelope marked appropriately.
3. Detailed scoring and evaluation system based on experience, turnover, manpower, and compliance.

🔒 Service Level Agreement (SLA) Penalties:

1. Penalties for non-compliance (e.g., absence of qualified trainers, closure without notice, document fraud).
2. Regular inspections and performance-based reviews.
3. Possibility of blacklisting for fraud or repeated violations.
