Pre-Qualification Criteria

 Scope of Work

  1. The scope of work is for an Employee Assistance Program, with detailed requirements in the Schedule of Requirements (SOR) of the tender document.       
  2. The services are to be provided at HPCL's CGMO-East Zone office in Kolkata.  
  3. The core service is "Employee Counseling".  

Pre-qualification Criteria

  1. Bidders must have a minimum average annual turnover of 5 Lakh (s) for the last three years.  
  2. Documentary evidence of the turnover, such as audited balance sheets or a certificate from a Chartered Accountant/Cost Accountant, is required.  
  3. If the bidder's constitution/incorporation is less than 3 years old, the average turnover of the completed financial years after the date of constitution will be considered.  
  4. Vendors registered under the Udyam Registration Portal for MSMEs are encouraged to link their registration with the Government e-Marketplace (GeM) platform.  
  5. The bidder must have successfully executed/completed similar services over the last three years.  

Eligibility Criteria

  1. The vendor must deploy qualified and experienced professionals in mental health, wellness, counseling, psychology, or related fields.  
  2. Credentials of deployed personnel must be valid and verifiable, and they must undergo continuous training and skill upgradation.  
  3. Vendor personnel must adhere to a professional code of conduct, maintain decorum at HPCL premises, and demonstrate confidentiality, empathy, and ethical behavior.  
  4. Bidders must not be from a country sharing a land border with India unless registered with the Competent Authority.  

Financial Criteria

  1. The estimated bid value is ₹3115200.  
  2. The order shall be valid for TWO YEARS from the date of LOI/PO/advice from HPCL, whichever is earlier.  
  3. Rates quoted by the vendor will be valid for the entire contract period, with no rate changes allowed.  
  4. The offer should be valid for 120 days from the tender opening date.  
  5. The successful tenderer will have to make a security deposit of 2% of the total contract value.  
  6. Payment will be released by HPCL Mumbai within 15 days from the submission of a certified bill.  
  7. Payments will be made via electronic fund transfer (EFT).  
  8. No price escalation is allowed during the contract period.  

Tender Fee and EMD

  1. Earnest Money Deposit (EMD) is Not Applicable.  
  2. Instead of EMD, bidders must submit a Bid Security Declaration.  
Submission Guidelines
  1. Bidders must upload documents including PAN Card, GSTN, MSME/NSIC certificate, Bidder Information Data, Bank Guarantee format, Declaration on Letter Head, EMD Declaration, and Declaration on Blacklisting and relatives.  
  2. Monthly invoices for services rendered must be submitted within seven (7) days from the start of the new month.  
  3. The vendor shall not sub-contract or sublet the job without prior written approval from HPCL.  
  4. Bidders are required to refer to the Vulnerability Atlas of India for multi-hazard risk assessment.
