Tender Description The SBI Foundation (SBIF) is seeking proposals from eligible non-profit organizations to implement Corporate Social Responsibility (CSR) projects focused on the "Adoption of Solar Power" under the SBIF CONSERW program. The projects should aim to provide sustainable and scalable solar energy solutions in underserved areas in India.
Pre-Qualification Criteria
Scope of Work
  1. The scope of work includes implementing projects in the thematic area of Adoption of Solar Power, with interventions in:  
  2. Off-grid solar power plants, rooftop solar systems, and solar lighting in underserved remote areas.  
  3. Community-based solar lift irrigation systems.  
  4. Transforming institutions into energy self-reliant units using solar energy.  

The projects should follow a framework that includes baseline studies, site finalization, government approvals, partnerships, community mobilization, implementation, and other related activities.  

  1. Pre-qualification Criteria
  2. The agency must be a registered non-profit organization/trust/society in India.  
  3. Minimum 5 years of experience in implementing CSR projects in the thematic area of Solar Power Adoption.  
  4. The agency should have a dedicated team for solar power adoption projects.  
  5. No sub-letting, sub-contracting, or outsourcing of activities is allowed.  
  6. The agency must submit a self-declaration of non-discrimination.  
  7. The agency should not have been blacklisted by any Government Agency/PSU/Central/State agency.  
Eligibility Criteria
  1. NGO should have a minimum of 3 years of existence.  
  2. NGO should have a presence in the proposed state.  
  3. The cumulative revenue of the organization for the last 3 financial years (2021-22, 2022-23, 2023-24) should meet the following criteria:
  4. Minimum Rs. 2.00 Cr for project proposals between Rs. 0.50 Cr to Rs. 1.00 Cr.  
  5. Minimum Rs. 5.00 Cr for project proposals above Rs. 1.00 Cr.   The Agency shall be rejected if it has political or religious affiliations, fails to furnish due diligence documents, has less than 3 board members or less than 5 permanent employees, or has individual donors among the top 3 donors.  
Financial Criteria
  1. The budget for a proposal should be in the range of Rs. 0.50 Cr to Rs. 4.50 Cr for a support period of 2 to 3 years.  
  2. Audited annual financials for the last 3 years must be submitted.  
  3. Detailed financials, including cost breakups, have to be submitted.  
Tender Fee and EMD

Submission Guidelines
  1. Proposals must be submitted in English.  
  2. The agency can only submit one proposal.  
  3. The proposal should include the duly filled proposal format and all required annexures as per the document checklist.  
  4. Soft copies of the proposal and annexures should be submitted via email to <sbifconserwrfp@sbifoundation.co.in>.  
  5. Shortlisted NGOs will be required to submit hard copies at a later date.
