The National Commission for Women (NCW) has invited Expressions of Interest (EOI) from eligible Implementing Agencies (IAs) for the Financial Year 2025-26. The aim is to engage professional assistance in organizing various programs such as Seminars, Workshops, Capacity-Building Trainings, Consultations, Entrepreneurship and skill Development Programs, Exhibitions, etc. These programs are to be conducted under the Expressions of Interest National Commission for Women

Scope of Work:
The scope of work involves organizing and conducting National and State level programs, including:
- Seminars
- Workshops
- Capacity Building Trainings
- Consultations
- Entrepreneurship & Skill Development Programs (ESDP)
- Entrepreneurship Development Programs
- Management Development Programs
- Entrepreneurship Awareness Programs
- Exhibitions
These programs are aimed at generating awareness, promoting self-employment, developing entrepreneurship skills, and fostering women's holistic development.
Preferred Topics/Themes:
The Implementing Agencies can apply for one or more of the following topics:
- Safety, Health & Empowerment
- Sexual Harassment of Women at Workplace (Prevention, Prohibition, and Redressal) Act, 2013
- Digital Literacy
- Anti Human Trafficking
- Cyber Security
- Entrepreneurship & Skill Development
- Other Women Centric topics
Eligibility Criteria:
The following organizations are eligible to apply:
- Central & State Government Universities
- Educational Institutes/Colleges
- Technology Centers (TCs)
- Tool Rooms
- Central Autonomous bodies
- Departments of Central & State Government bodies
- Non-Governmental Organizations
- Cooperative Societies & Associations
- Entities empanelled with Central or State Government and its bodies
- Entities with an existing MoU with NCW
Pre-qualification Criteria:
- The IA must be an Administrative Training Institute of the Central or State Government or an Institute of credibility and repute, with prior experience in conducting training/seminar/workshop/awareness programs.
- If the IA is a Non-Governmental Organization, it must be registered under applicable laws, have a minimum of 3 years of experience (which may be relaxed in exceptional cases with approval), be registered on the NGO-DARPAN portal, and demonstrate financial soundness and a track record of successful project implementation.
- If the IA is an Educational Institute, it must have been in existence and functional for at least 5 years as of the proposal submission date.
- The IA must enclose all necessary certificates and licenses.
- The IA must have proven experience in organizing Skill Development and Entrepreneurship programs, adequate infrastructure and resources for high-quality training, and willingness to adopt digital platforms for monitoring and evaluation.
Preference:
- Preference will be given to IAs already empanelled with any department of the Central Government.
- IAs blacklisted by any State Government or Public Sector Undertaking or Corporation as of the EOI submission date are not eligible.
- Incomplete proposals or those not in the prescribed format will be disqualified.
Financial Criteria:
- The Commission will not provide any financial assistance to the IAs. However, IAs may explore funding/sponsorship options from third parties with the Commission's approval.
Tender Fee and EMD:
