Tender Brief Expressions of Interest National Commission for Women
Tender Description The National Commission for Women (NCW) has invited Expressions of Interest (EOI) from eligible Implementing Agencies (IAs) for the Financial Year 2025-26. The aim is to engage professional assistance in organizing various programs such as Seminars, Workshops, Capacity-Building Trainings, Consultations, Entrepreneurship and skill Development Programs, Exhibitions, etc. These programs are to be conducted under the Expressions of Interest National Commission for Women
Pre-Qualification Criteria
Scope of Work:
The scope of work involves organizing and conducting National and State level programs, including:
  1. Seminars
  2. Workshops
  3. Capacity Building Trainings
  4. Consultations
  5. Entrepreneurship & Skill Development Programs (ESDP)
  6. Entrepreneurship Development Programs
  7. Management Development Programs
  8. Entrepreneurship Awareness Programs
  9. Exhibitions  
These programs are aimed at generating awareness, promoting self-employment, developing entrepreneurship skills, and fostering women's holistic development.  
 
Preferred Topics/Themes:
 
The Implementing Agencies can apply for one or more of the following topics:
  1. Safety, Health & Empowerment
  2. Sexual Harassment of Women at Workplace (Prevention, Prohibition, and Redressal) Act, 2013
  3. Digital Literacy
  4. Anti Human Trafficking
  5. Cyber Security
  6. Entrepreneurship & Skill Development
  7. Other Women Centric topics  
Eligibility Criteria:
The following organizations are eligible to apply:
  1. Central & State Government Universities
  2. Educational Institutes/Colleges
  3. Technology Centers (TCs)
  4. Tool Rooms
  5. Central Autonomous bodies
  6. Departments of Central & State Government bodies
  7. Non-Governmental Organizations
  8. Cooperative Societies & Associations
  9. Entities empanelled with Central or State Government and its bodies
  10. Entities with an existing MoU with NCW  
Pre-qualification Criteria:
  1. The IA must be an Administrative Training Institute of the Central or State Government or an Institute of credibility and repute, with prior experience in conducting training/seminar/workshop/awareness programs.  
  2. If the IA is a Non-Governmental Organization, it must be registered under applicable laws, have a minimum of 3 years of experience (which may be relaxed in exceptional cases with approval), be registered on the NGO-DARPAN portal, and demonstrate financial soundness and a track record of successful project implementation.  
  3. If the IA is an Educational Institute, it must have been in existence and functional for at least 5 years as of the proposal submission date.  
  4. The IA must enclose all necessary certificates and licenses.  
  5. The IA must have proven experience in organizing Skill Development and Entrepreneurship programs, adequate infrastructure and resources for high-quality training, and willingness to adopt digital platforms for monitoring and evaluation.  
Preference:
  1. Preference will be given to IAs already empanelled with any department of the Central Government.  
  • Disqualification:
  1. IAs blacklisted by any State Government or Public Sector Undertaking or Corporation as of the EOI submission date are not eligible.  
  2. Incomplete proposals or those not in the prescribed format will be disqualified.  
Financial Criteria:
  1. The Commission will not provide any financial assistance to the IAs. However, IAs may explore funding/sponsorship options from third parties with the Commission's approval.
