📌 Scope of Work

Empaneled agencies are required to:

1. Provide language training in foreign languages (e.g., Latin, Russian, Chinese, Arabic, Persian, English, German, Japanese, French).
2. Deploy certified trainers with Training of Trainers (ToT) credentials.
3. Conduct assessments and certification including third-party evaluation.
4. Ensure trainers meet educational, experience, and certification requirements.
5. Provide training at BIPARD’s Skill Park.
6. Manage staff deployment, statutory compliances, and maintain staff records.
7. Contract duration: 2 years, extendable by 1 more year.

🧾 Pre-Qualification Criteria

1. Legal Entity: Registered in India with valid PAN, GST, and incorporation certificates.
2. Turnover: Average annual turnover of INR 50 lakhs for FY 2021-22, 2022-23, and 2023-24 (provisional).
3. Experience: Minimum 1 year in language training.
4. Non-blacklisting: Declaration of not being blacklisted by any government body.
5. No Consortiums: Bidding as an individual agency only (no consortiums/sub-contracting unless approved).

✅ Eligibility Criteria

1. Must submit all technical and financial documents as prescribed.
2. Minimum technical score: 70/100 to qualify for financial bid opening.

💰 Financial Criteria

1. Fees to be quoted inclusive of all taxes for various student batch sizes (20, 30, 60) and languages.
2. Evaluation Method: QCBS (Quality-cum-Cost Based Selection) with a 70:30 weightage (technical:financial).
3. NIL bids will be treated as non-responsive.

💵 Fees and EMD

• Tender Fee: ₹1,000 + ₹590 (processing fee) – online payment only.
• EMD: ₹50,000 (exempted for valid MSME certificate holders).
  •  Must be valid for 180 days from bid submission date.
  • Refund to unsuccessful bidders within 30 days.
  • Forfeited in case of withdrawal or failure to execute contract.

• Bids to be submitted online only via: eproc2.bihar.gov.in
• Two-part bid: Technical and Financial proposals.
• All documents must be numbered and indexed.
