1. Scope of Work:

1. Implementation of the Recognition of Prior Learning (RPL) under PMKVY 4.0 in South Tripura District.

2. The selected Project Implementation Agency (PIA) will:

   1. Conduct mobilization, orientation, and assessment of candidates.

   2. Train candidates for 12 hours in RPL Type-1 format.

   3. Facilitate certification and placement linkages.

   4. Submit geo-tagged photos and data via SDMS portal.

3. Training should be aligned with the National Skills Qualification Framework (NSQF) and follow MSDE/NSDC/PMKVY guidelines.

2. Pre-Qualification Criteria:

1. The bidder should be an Organization/Institution registered in India under relevant statutes (Companies Act, Societies Registration Act, Trust Act, etc.).

2. Should be an NSDC-approved Training Partner (TP) or have a valid MoU with one.

3. Should have conducted at least 1,000 RPL trainings in the last 3 years.

3. Eligibility Criteria:

1. Must not be blacklisted by any state or central government agency.

2. Should submit an undertaking on a non-judicial stamp paper of ₹100 declaring the above.

3. Experience in RPL implementation and a dedicated project management team are essential.

4. Should have functional training infrastructure with geo-tagging capabilities.

4. Financial Criteria:

1. The average annual turnover of the applicant organization must be ₹50 lakhs or more during the last three financial years (FY 2020-21, 2021-22, 2022-23).

2. Must submit CA-certified balance sheets or IT returns to support the turnover claim.

5. Tender Fee and EMD:

1. Tender Fee: ₹2,000 (non-refundable) to be paid via Demand Draft.

2. EMD (Earnest Money Deposit): ₹50,000 to be submitted along with the proposal.

3. EMD will be refunded to unsuccessful bidders after final selection.

6. Submission Guidelines:

1. Proposal must be submitted in two parts: Technical and Financial.

2. All documents must be properly signed, sealed, and submitted in hard copy.

3. Envelopes should clearly mention the type of bid (Technical/Financial) and tender name.

4. The bid should be delivered to the address mentioned in the RFP.

5. The Financial Bid must be submitted in the format specified in Annexure-VI.

2. Pre-Bid Meeting: 08/04/2024 at 12:00 PM in the office of the District Magistrate, South Tripura.

3. Last Date for Submission: 22/04/2024 by 4:00 PM

4. Date of Opening of Technical Bid: 24/04/2024 at 12:00 PM
