Scope of Work

The Directorate of Skill Development, Tripura, seeks to empanel Training Partners (TPs) to conduct Skill Development Training Programs across the state. The objective is to train youth in various skill sets, making them employable. The selected partners will conduct training in different sector-wise trades approved by the State Government.

Pre-Qualification Criteria

To be eligible for empanelment, the applicant must meet the following conditions:

1. Legal Entity: Must be a NSDC Training Partner or an entity registered under Government, Firm, Society, Trust, NGO, or Proprietorship with at least 3 years of operational experience.
2. Experience: Must have experience in Skill Development Training Programs for Government Departments, PSUs, or Autonomous Bodies in the last 3 years (FY 2022-23, 2023-24, & 2024-25).
3. Financial Stability: Minimum average turnover of Rs. 10 lakh in the last three financial years (FY 2021-22, 2022-23, & 2023-24). Must provide audited financial statements and IT Returns.
4. Tax Compliance: Must have a valid PAN, TAN, and GST registration certificate.
5. Non-Blacklisting: Should not be blacklisted by any Central/State Government, PSU, or Autonomous Body.
6. Training Capacity: Should have trained at least 500 candidates in the last 3 years.
7. Infrastructure: Must have a Training Centre in Tripura or be ready to establish one.
8. Placement Record: Must have placed at least 25% of trained candidates.

Selection Process

1. Evaluation Committee: An expert panel will evaluate the proposals.
2. Technical Evaluation: Minimum 80 out of 100 marks required for qualification.

Additional Notes

1. Tenure of Empanelment: 12 months, extendable for another year based on performance.
2. DSD Rights: The Directorate reserves the right to cancel, modify, or reject any application without providing a reason.
