5.4 Eligibility/Qualification Criteria:

Entity Requirements:The manufacturers/OEMs must be an Indian registered company under the Indian Companies Act 1956/2013, or be a proprietorship/partnership firm, and must be at least five years old.

Document Required: Certificate of Incorporation/Proprietorship Certificate/Partnership Certificate.

Tax Registration:
- The manufacturers/OEMs must be registered with the GST department and possess a valid PAN/TAN number.
- Document Required: Copy of GST Registration certificate, PAN/TAN number.

Financial Turnover:
- The manufacturers/OEMs must have an average annual turnover of INR 5 Crores in any three financial years from 2018-19 to 2022-23 (ending on 31/03/2023).
- Document Required: CA Certificate with valid UDIN number confirming the turnover.

Past Experience:
- The manufacturers/OEMs must have experience establishing Tinkering Labs in at least 25 secondary/senior secondary schools, including State Government or CBSE/ICSE-affiliated private schools.
- Document Required: Copies of Work Orders and Work Completion Certificates.
5.5 Other Conditions:

Termination Rights:
- The Department reserves the right to terminate the EoI process at any time without providing reasons and does not guarantee that the process will result in a business transaction.

Non-Binding Process:
- The EoI does not constitute an offer by the Department and is not a financial bid.

Validity of Proposals:
- Proposals must remain valid for a minimum period of 180 days from the date of submission.

Exclusion of General Order Suppliers:
- General order suppliers are not required to submit proposals.
- Only one proposal with approved acceptable samples will be examined.
