Scope of Work

The RKCL RFP seeks an agency capable of providing a fully developed, proven and readily deployable AI-powered Mock Video Interview and Career Readiness Training platform for students across educational institutions in Rajasthan.

The proposed solution is expected to use technologies including:

  • Artificial Intelligence
  • Natural Language Processing (NLP)
  • Machine Learning (ML)
  • Conversational AI
  • Speech-to-Text technology
  • Text-to-Speech technology
  • AI-based assessment and reporting
  • Resume parsing and job-role matching
  • Multilingual interaction

The platform should be capable of supporting approximately 10-minute interview sessions for up to 1 lakh users, with scope for further expansion based on departmental requirements. CRTRFP

Important Technical Requirement: Existing Proprietary Solution

One of the important conditions in the tender is that the bidder should already possess a fully developed, proven and readily deployable solution.

The RFP specifically states that development of a new platform from scratch after award is not envisaged. The proposed platform must already possess the required functionalities and must be demonstrated during technical evaluation.

The proposed solution must also be the proprietary product of the bidder, with the bidder holding the relevant intellectual property rights. Third-party-owned solutions, white-labelled products and solutions developed specifically after award are not to be considered. CRTRFP

Pre-Qualification and Eligibility Criteria

1. Legal Entity

Eligible bidder structures include:

  • Proprietorship firm registered under applicable law;
  • Company registered under the Companies Act;
  • Partnership firm;
  • LLP;
  • Society registered under applicable State/Cooperative legislation or equivalent.

The bidder firm should have been in existence from 1 April 2021 or earlier.

The bidder should also possess:

  • GST registration; and
  • Income Tax/PAN registration.

Relevant registration/incorporation documents are required. CRTRFP

2. Financial Turnover

The bidder must have a minimum average annual turnover of ₹5 crore during the three consecutive financial years:

  • FY 2023-24
  • FY 2024-25
  • FY 2025-26

GST is excluded from turnover, and turnover of associate companies is not to be included.

The RFP requires the prescribed CA certificate under Annexure 10 rather than relying on the Balance Sheet or ITR for this criterion. CRTRFP

3. Net Worth

For bidders other than NGOs/Societies, the bidder must have positive net worth as on 31 March 2026.

A CA certificate in the prescribed Annexure 11 format is required. CRTRFP

4. Relevant Experience

The bidder must have successfully completed an assignment involving its AI-based Mock Video Interview platform for at least 1,000 students for at least one client.

Qualifying client categories include:

  • State Government Department
  • Central Government Department
  • PSU
  • Corporation
  • Institution having State/Central Government stake
  • Listed company
  • University/College, private or government
  • NGO

The bidder must submit project references along with relevant work orders/PO/agreement and completion evidence or a CA certificate with UDIN, as specified. CRTRFP

5. Jaipur Office

The bidder must have an office in Jaipur, Rajasthan, or agree to establish a functional Jaipur office within the period prescribed in the RFP following issuance of the Work Order/LoI. CRTRFP

6. Certifications

The mandatory certifications include:

  • ISO 9001:2015 or above
  • CMMI Level 3 or above

The certificates should be valid and independently verifiable online as on the last date of bid submission. CRTRFP

7. Manpower

The bidder should have at least 50 IT professionals on its payroll, with expertise in areas including:

  • Web application development
  • Mobile application development
  • Implementation
  • Maintenance

An undertaking and list of IT professionals with contact details are required. CRTRFP

8. Mandatory Undertakings

The bidder must declare, among other things, that it:

  • Is not insolvent, bankrupt or under receivership;
  • Has not been disqualified/debarred for relevant reasons;
  • Has no prohibited conflict of interest;
  • Will comply with the applicable code of integrity;
  • Has not been blacklisted by specified government/PSU/corporate/institutional entities during the preceding three years.

The prescribed Annexure 4 – Self Declaration is required. CRTRFP

9. Consortium/JV

Consortiums, Joint Ventures, subletting and outsourcing of work are not permitted under the RFP. CRTRFP

Financial and EMD Requirements

Tender Fee

The RFP provides two payment options.

Option 1 – Offline

  • Bidding Document Fee: ₹10,000 including GST
  • RISL Processing Fee: ₹2,500 including GST
  • Total: ₹12,500

The applicable instruments are specified in the NIB.

Option 2 – Online

A total of ₹12,500 including GST for the bidding document and RISL processing fee may be transferred online to the specified RKCL bank account.

For online payment, the bidder must upload the payment details, including the amount, UTR/transaction reference number and proof of payment, on eProc. CRTRFP

EMD / Bid Security

The required bid security is:

₹20,00,000 (Twenty Lakh Rupees).

The RFP allows:

  • Banker’s Cheque;
  • Demand Draft;
  • Bank Guarantee from a Scheduled Bank; or
  • Online transfer to RKCL's specified bank account.

For online payment, the bidder must upload the amount, UTR/transaction reference and payment proof on eProc. CRTRFP

Is EMD Exemption Available?

No blanket EMD exemption is stated in the RFP.

However, the tender specifically provides that MSMEs registered in Rajasthan may avail applicable relaxation in bid security, subject to submission of the required Rajasthan MSME certificate along with the bid. Submission Guidelines

The tender requires the bid to be submitted online through the Rajasthan e-Procurement portal at:

Bidders should:

  1. Register on the Rajasthan eProc portal.
  2. Obtain a valid Type III Digital Signature Certificate (DSC).
  3. Prepare the technical and financial proposals in the prescribed formats.
