Tender Overview

The Military Engineer Services (MES), Garrison Engineer MCEME, Secunderabad, has invited e-tenders for a Term Contract for Artificer Works across multiple areas including MCEME, RC Line, NML, Trishul Line, and associated facilities.

This is a single-stage, two-cover e-tender (Technical + Financial) to be submitted via the official procurement portal.

Scope of Work

The contract primarily includes artificer works such as repairs, maintenance, and minor new works:

1. Approx. 90% Repair & Maintenance Works
2. Approx. 10% Minor New Works (each ≤ ₹1.5 lakh)
3. Includes:
   1. Civil repairs (flooring, plastering, roofing, painting)
   2. Plumbing and sanitary works
   3. Joinery, masonry, and structural maintenance
4. Work duration: 12 months contract period

1. MES enlisted contractors (Class SS to E) OR
2. Unenlisted contractors meeting qualification criteria
3. Must not submit multiple bids (same entity/group restriction applies)

1. Must possess:
   1. Valid Digital Signature Certificate (DSC)
   2. Experience in similar works (artificer/civil repair contracts)
   3. Required manpower, machinery, and supervision capability

1. Earnest Money Deposit (EMD): ₹94,000
2. Acceptable forms:
   1. Deposit at Call Receipt (DCR)
   2. Treasury Challan
3. Tender Fee: Applicable (exact amount in Appendix ‘A’)
4. Note:
   1. Non-submission of EMD leads to bid rejection
   2. Cheques/Bank Guarantees are not accepted for EMD

3. Affidavit (for proprietorship/authorization)

1. Performance Security: 5% of contract value
2. To be submitted within 28 days of award

1. No deviation from tender conditions allowed
2. Bids with alterations will be rejected
3. Contractor must comply with:
   1. Labour laws (EPF, wages)
   2. GST regulations
   3. MES specifications & standards
