The Sardar Vallabhbhai Patel National Police Academy (SVPNPA), under the Ministry of Home Affairs, invites bids for E-Learning Content Development services on the iGOT platform. The project focuses on developing high-quality digital learning modules in cybersecurity and emerging technologies.

 Important Dates & Timeline

1. Restructuring and rewriting training content
2. Storyboarding and production support
3. Development of Level-3 animated e-learning modules (2D MP4)
4. Content delivery in English for both mobile and desktop platforms
5. Coverage of domains such as:
   • Cyber Crime
   • Cyber Security
   • Cyber Forensics
   • AI/ML & Deep Learning
   • Cloud (Compute, Storage & Virtualization)
6. Providing voice-over (machine-based)
7. LMS upload, testing, and training needs assessment
8. Development of approx. 5 hours of high-quality digital content  Pre-Qualification Criteria
9. Experience in delivering similar services to Government / PSU organizations
10. Proven capability in scenario-based animated learning content development
11. Submission of Proof of Concept (PoC) during evaluation stage
12. Technical qualification followed by financial bid opening

1. Minimum 2 years of experience in similar services
2. Must have worked with similar institutions
3. Mandatory submission of supporting documents such as:
   1. Work orders / contracts
   2. Execution certificates
   3. Invoices or project completion proofs
4. Dedicated support infrastructure (helpdesk/contact system) required

1. Bid submission through GeM Portal (online mode only)
2. Two-packet bidding system (Technical + Financial)
3. Upload all required documents including:
   1. Experience certificates
   2. Proof of past projects
   3. Eligibility documents
4. Technical evaluation followed by Reverse Auction (RA)
5. PoC demonstration mandatory for shortlisted bidders
