The Directorate General of Shipping (DGS), Mumbai, has released a Request for Proposal (RFP) for the selection of a service provider to develop a comprehensive Maritime Training Ecosystem in India.

The project aims to establish a technology-driven, integrated digital training platform to enhance maritime education, certification, and workforce development.

Scope of Work

The selected bidder (Master System Integrator) will be responsible for:
  1. Design, development, and deployment of a Maritime Training Ecosystem platform
  2. Implementation of:
    1. Learning Management System (LMS)
    2. Faculty Development Programme (FDP)
    3. Digital TAR Book
    4. Central Attendance System
    5. Web-based simulators
    6. AR/VR-based training modules
    7. Online certificate verification system
  3. Hosting, operation, maintenance, and cybersecurity compliance
  4. Integration with DGS systems (E-Samudra, E-Exam, etc.)
  5. Training, capacity building, and ongoing support
  6. Ensuring 99.9% uptime and SLA compliance
  7. Managing third-party vendors under a single integrator model
The project follows a DBFOM (Design–Build–Finance–Operate–Maintain) model with zero cost to Government, where revenue is generated through user charges and shared with DGS.
Eligibility Criteria
  1. Legally registered entity (Company/LLP) in India
  2. Valid GST and PAN registration
  3. Minimum 3 years of operational experience
  4. Not blacklisted or debarred
  5. No conflict of interest
  6. Submission of EMD or valid exemption proof
Qualification Criteria
Financial Criteria
  1. Minimum Average Annual Turnover: ₹10 Crore (last 3 years)
  2. Positive Net Worth: Required for last 3 financial years
Technical Experience
  1. Experience in LMS/system integration projects
  2. At least:
    1. 500+ 3D animated videos developed
    2. LMS implementation projects (Govt/PSU)
    3. Experience with 500+ users systems
  3. Experience in:
    1. Attendance systems
    2. Examination/assessment systems (50,000+ users)
    3. Faculty development platforms
