Tender Description NIELIT invites Training Partners (TPs) to implement the Employability Enhancement & Livelihood Training Program (EELTP) for SC/ST & EWS (Women) in ICT and Electronics domains across 5 districts of Andhra Pradesh.

1. 📌 Scope of Work
NIELIT invites Training Partners (TPs) to implement the
Employability Enhancement & Livelihood Training Program (EELTP) for SC/ST & EWS (Women) in ICT and Electronics domains across 5 districts of Andhra Pradesh.
The scope includes:
✓ Capacity-building & skill development training
For 11 NSQF-aligned courses in IT, Electronics, and emerging technologies.
✓ End-to-end training operations:
  1. Student mobilization
  2. Admission support
  3. Classroom & lab training (as per Qualification Files)
  4. Continuous evaluation
  5. Facilitation of NIELIT examinations
  6. Placement assistance
  7. Documentation & reporting
Training Targets:
Total Beneficiaries: 1372
Distributed across Guntur, Krishna, East Godavari, Visakhapatnam & Nellore districts over 11 months (Nov 2025 – Sep 2026).

TPs may apply for one or multiple districts.
3. 📌 Courses Offered (NSQF Aligned – 11 Courses)

Each course has detailed eligibility, NSQF level, duration, and job roles.
4. 📌 Pro-Qualification / Selection Criteria for Training Partners
NIELIT will shortlist TPs based on a 100-point evaluation matrix:

5. 📌 Eligibility Criteria
Eligible Institutions
  1. AICTE-approved institutions
  2. UGC-recognized institutions
  3. Professional bodies
  4. Competent IT training institutes
  5. NIELIT Accredited Centres
  6. NSQF/ESDM Centres
Minimum Requirements
  1. Adequate infrastructure (hardware + software)
  2. Qualified faculty as per course norms
  3. Power backup & stable internet
  4. CCTV monitoring capability
  5. Ability to mobilize SC/ST/EWS candidates
  6. Not blacklisted / no litigation with Govt.
6. 💰 Financial Criteria / Payment Model
NIELIT adopts NSQF standard course fee rates.
Per-Hour Rates:
  1. ₹42/hour – Most courses
  2. ₹49/hour – Selected IoT courses
Revenue Sharing (TP Model)
  1. TP receives 75% of total course fee
  2. RC/NIELIT retains 25% (faculty development, monitoring expenses)
Payment Conditions
Payment is released only after:
  1. Completion of training
  2. Successful certification
  3. Uploading documents & attendance
  4. Approval by NIELIT Centre
7. 📌 Tender Fee & EMD
Tender Fee (Non-refundable)
₹2,500 per location, irrespective of number of courses.
Security Deposit (after selection)
5% of training fee per batch of 30 candidates — submitted via DD or Bank Guarantee.

8. 📌 Submission Guidelines
  1. Submit hard copy in sealed envelope, by post or by hand.
  2. Use Annexure III (Cover Letter) & Annexure IV (Application Form).
  3. One application per training centre.
  4. Include:
    1. Organization profile
    2. Infrastructure details
    3. Faculty profiles
    4. Experience documents
    5. Affiliation certificates
    6. Payment proof of ₹2,500
    7. District & course selection
