📘 Scope of Work
The RFP seeks to engage a System Integrator (SI) for design, development, integration, hosting, operation, and maintenance of the Training Intervention Framework & Solutions (TIFS) — a unified digital platform for CBSE’s teacher training ecosystem.
Key Components:
- Develop and operate web and mobile applications (Android & iOS).
- Integrate AI-based tools (chatbot, sentiment analysis, training recommendations).
- Manage end-to-end training lifecycle: registration, scheduling, attendance (QR/GPS-based), payment, claims, grievance, and certification.
- Build integrated LMS, CMS, digital library, community, and feedback modules.

- Provide cloud hosting (MeitY-empaneled CSP), system administration, and O&M for 5 years post-implementation.
- Deliver capacity building and change management training to CBSE teams.

- Establish a robust, scalable, AI-driven TIFS system to manage training for 15 lakh teachers.
- Ensure seamless data flow between CBSE HQ, COEs, schools, and training venues.
- Enable real-time analytics, monitoring, and decision-making for teacher training programs.

- Legal Entity: Indian registered firm/company under Companies Act.
- Experience:
- Minimum 3–5 years of experience in IT/ICT/e-governance system integration.
- At least 2–3 projects in design, development, and maintenance of similar scale for government/educational organizations.
- Financial Criteria:
- Average annual turnover: likely ₹25–50 crore over last 3 financial years.
- Positive net worth.
- Technical Manpower: Must have in-house team for software, infrastructure, cybersecurity, and PMU support.
- Compliances:
- Not blacklisted/debarred.
- Compliance with Rule 144(xi) of GFR 2017 (no restricted country participation).
- Consortium: Likely not permitted (to be confirmed in Section 12.9.1).
