🎯 Scope of Work
- Empanelment of eligible coaching institutes to provide 6-month non-residential coaching for tribal students sponsored by TRTI for MBA entrance exams:
- CAT (Common Admission Test)
- CMAT (Common Management Admission Test)
- MAH-CET (Maharashtra Common Entrance Test)
- Approximately 1500 candidates (subject to increase or decrease).
- Institutes must provide complete syllabus coverage, periodic tests, biometric attendance, and monthly reports.
- Institutes must supply study materials and online support (test series, recorded lectures, etc.) free of cost.
- Must ensure minimum 75% student attendance per month.
⚙️ Project Duration
- Initial MoU: 1 year, extendable up to 3 years based on annual performance review.

🧍♀️ Eligibility Criteria (Pre-Qualification)
- Legal Entity:
- Registered under Companies Act / Partnership Act / LLP / Society / Trust Act.
- Minimum 5 years of existence.
- Financial Strength:
- Minimum average annual turnover of ₹1.5 crore (from MBA entrance coaching only) in any 3 of the last 5 financial years (FY 2020–21 to FY 2024–25).
- Supported by CA-certified financial statements.
- Experience:
- Proven experience in MBA-CAT/CMAT/MHT-CET coaching for the last 5 years.
- Minimum 25 successful candidates admitted to reputed MBA colleges in the last 5 years.
- Infrastructure (Mandatory):
- Coaching institute located in Maharashtra.
- Minimum 3 classrooms (each 50-seater) and 3000 sq. ft. carpet area.
- Study hall with minimum 20-student seating capacity.
- Biometric attendance, CCTV, Wi-Fi, separate washrooms, and audio-visual classrooms.
- Geo-tagged photographs of facilities required.
- Valid registered rent agreement for next 11 months from bid closing date.
- Digital Presence:
- Institute must have its own website and mobile application for online lectures and recorded sessions.
- CST/GST Registration, PAN/TAN – Mandatory.
- Blacklisting Declaration:
- Must not be blacklisted or under any criminal investigation by government entities.

🧾 Submission Guidelines
- Mode: Online submission only at https://mahatenders.gov.in
- System: Single-bid (Technical Bid only)
- Documents Required:
Incorporation certificate, rent agreement, balance sheets, CA turnover certificate, GST/PAN, list of faculty, infrastructure photographs, success record, and signed declarations (Annexures I–VII).
🔍 Bid Evaluation Process
1. Technical Scrutiny → Scoring based on criteria.
2. Presentation before TRTI Evaluation Committee.
3. Physical verification of infrastructure by TRTI.
4. Empanelment for 3 years (extendable annually).
⚖️ General Terms & Conditions
- No joint venture, consortium, or subcontracting allowed.
- Coaching must commence within 10 days of candidate list issuance.
- TRTI reserves full right to increase/decrease the number of students.
- Attendance tracking via face recognition biometric system is mandatory.
- Institutes must maintain CCTV footage and submit reports monthly.
- Coaching can shift online during pandemic/lockdown.
- Non-performance, poor quality, or fraudulent submissions will lead to blacklisting and EMD forfeiture.
- Jurisdiction: Pune, Maharashtra.

🕵️♀️ Key Risk & Compliance Notes
EMD may be forfeited if:
- Bid withdrawn or modified during validity.
- Failure to sign MoU within 15 days.
- False documents or missing infrastructure at physical inspection.
