🎯 Objective
HSDM invites proposals from eligible Skill Training Providers for the allocation of short-term skill training targets under various NSQF-aligned job roles across Haryana for FY 2025–26.
The goal is to empower youth for wage employment and self-employment through quality skilling initiatives in identified priority sectors.

HSDM may further expand job roles depending on state needs and industry demand.
📋 Scope of Work
The empanelled Training Partners (TPs) will:
- Conduct short-term skill development programs aligned with NSQF and SSC job roles.
- Ensure minimum 70% placement/self-employment linkage post-training.
- Maintain certified trainers, infrastructure, and training aids as per SSC norms.
- Submit detailed training center and job role-wise demand along with target proposal.
- Coordinate with industries and provide MoU/LoI for placement tie-ups.
- Submit regular progress reports and data to HSDM as per project monitoring guidelines.
✅ Eligibility Criteria
1. Organizational Eligibility
- Open to Government organizations, PSUs, universities, colleges, industries, trusts, societies, NGOs, and private training partners.
- Must be a registered legal entity in India.
- Should have relevant experience in skill development / vocational training.
2. Compliance Requirements
- Must not be blacklisted, suspended, or debarred by any Central/State Govt., PSU, or board.
- Must not be insolvent, bankrupt, or under legal proceedings.
- Key personnel must not be convicted of any professional misconduct within the past three years.
- Must provide self-declaration for non-blacklisting on organization letterhead.
3. Placement Commitment
- TP must submit an undertaking for achieving 70% placement/self-employment against targets.
- Submit signed MoU/LoI from industries/companies supporting placement tie-up.

📦 Documents to be Submitted
- Cover Letter on organization’s letterhead (proposal format provided).
- Organization profile and legal registration certificate.
- PAN, Aadhaar, and GST details of authorized representative.
- Financial statements (turnover for last 3 years).
- Details of training centers, job roles, and proposed demand (district-wise).
- Self-declaration for non-blacklisting.
- Undertaking for placement commitment (70%).
- MoU/LoI with industry partners for placement tie-up.
All documents must be submitted in a sealed envelope clearly superscribed with “EOI for Engagement as Skill Training Partner – HSDM FY 2025–26”.

- HSDM reserves the right to reject any or all proposals without assigning reasons.
- Submission of proposal does not guarantee selection or allocation of targets.
- False information or incomplete documentation may lead to disqualification.
- The final selection will be based on HSDM’s internal evaluation and target allocation process.
