1. Conduct short-term skill development programs aligned with NSQF and SSC job roles.
2. Ensure minimum 70% placement/self-employment linkage post-training.
3. Maintain certified trainers, infrastructure, and training aids as per SSC norms.
4. Submit detailed training center and job role-wise demand along with target proposal.
5. Coordinate with industries and provide MoU/LoI for placement tie-ups.
6. Submit regular progress reports and data to HSDM as per project monitoring guidelines.

1. Open to Government organizations, PSUs, universities, colleges, industries, trusts, societies, NGOs, and private training partners.
2. Must be a registered legal entity in India.
3. Should have relevant experience in skill development / vocational training.

1. Must not be blacklisted, suspended, or debarred by any Central/State Govt., PSU, or board.
2. Must not be insolvent, bankrupt, or under legal proceedings.
3. Key personnel must not be convicted of any professional misconduct within the past three years.
4. Must provide self-declaration for non-blacklisting on organization letterhead.

1. TP must submit an undertaking for achieving 70% placement/self-employment against targets.
2. Submit signed MoU/LoI from industries/companies supporting placement tie-up.

1. Cover Letter on organization’s letterhead (proposal format provided).
2. Organization profile and legal registration certificate.
3. PAN, Aadhaar, and GST details of authorized representative.
4. Financial statements (turnover for last 3 years).
5. Details of training centers, job roles, and proposed demand (district-wise).
6. Self-declaration for non-blacklisting.
7. Undertaking for placement commitment (70%).
8. MoU/LoI with industry partners for placement tie-up.

1. Document Completeness & Eligibility Compliance
   1. Legal, financial, and technical documentation reviewed.
2. Infrastructure & Experience
   1. Quality of training facilities, trainer qualifications, and domain experience.
3. Placement Capacity
   1. Valid MoUs with industries for job linkage.
4. District-wise Demand Proposal
   1. Training center readiness and demand alignment with sectoral needs.

1. HSDM reserves the right to reject any or all proposals without assigning reasons.
2. Submission of proposal does not guarantee selection or allocation of targets.
3. False information or incomplete documentation may lead to disqualification.
4. The final selection will be based on HSDM’s internal evaluation and target allocation process.
