1. Conducting district-wise skill gap analysis for all 22 districts.
2. Mapping existing vocational education and training ecosystem — training institutions, industrial base, workforce profile, and employment trends.
3. Identifying current and future skill requirements across key traditional and emerging sectors (e.g., green, digital, and automation skills).
4. Analyzing the impact of technology, automation, and sustainability trends on workforce demand.
5. Conducting stakeholder consultations with industries, associations, training partners, district administrations, academia, and students.
6. Providing data-driven recommendations to align training programs with labor market demand.
7. Preparing district-level and consolidated reports with analytical insights and recommendations.

1. Inception Report – Methodology, data collection framework, and detailed work plan.
2. District Skill Gap Reports – Analysis and findings for each of the 22 districts.
3. State-Level Consolidated Report – Overall trends, projections, and recommendations.
4. Presentation & Validation Workshops – With government and industry stakeholders.

1. Total Project Duration: 6 months from the date of award of contract.

1. Legal Status:
   1. Must be a registered legal entity in India with at least 5 years of experience in research, consulting, or analytics related to skill development or industrial assessment.
2. Experience:
   1. Must have successfully completed at least two (2) skill gap studies/assessments for:
      1. Central/State Governments,
      2. International agencies, or
      3. Semi-government organizations.
3. Team Composition:
   1. Should have a qualified team of experts in:
      1. Market analysis
      2. Data analytics
      3. Economics
      4. Industrial development
      5. Sustainability
      6. Skill assessment
4. Capacity:
   1. Must demonstrate adequate financial and human resource capability to execute a statewide project within the stipulated timeline.

• Agency must provide audited financial statements for the last three (3) financial years.
• No specific minimum turnover or net worth threshold is mentioned in the notice, but sufficient financial strength to deliver the project is required.

4. Key personnel details and team structure.
5. Audited financial statements for the last three years.

1. Evaluation will be based on technical capability, experience, methodology, and team expertise.
2. Only technically qualified agencies will be considered for financial evaluation (if conducted).
3. The final selection will be made by the Mission Director, HSDM.
