📘 Scope of Work
The RFP seeks non-profit organizations to implement projects that enhance Foundational Literacy and Numeracy (FLN) among out-of-school girls (ages 6–14).
Core Activities:
  1. Baseline & Community Diagnostics: Mapping of out-of-school girls and barriers to education.
  2. Community Mobilization: Awareness campaigns and engagement of parents, SHGs, and influencers.
  3. Remediation & Learning Support: Bridge courses, FLN learning modules, after-school programs, local-language materials.
  4. Teacher Training & Capacity Building: Gender-sensitive pedagogy and peer learning.
  5. Policy & Scheme Linkages: Integration with Govt. schemes like NIPUN Bharat, Samagra Shiksha, etc.
  6. Monitoring, Evaluation & Learning (MEL): Regular data collection and evidence-based reporting.
  7. Sustainability & Scale-Up: Integration into Govt. systems and community ownership.
Target Beneficiaries:
  1. Out-of-school girls aged 6–14 (esp. tribal, PVTG, and marginalized communities).
  2. Teachers, school leaders, parents, and community members.
Expected Outcomes:
  1. ≥80% enrolment of identified OOS girls.
  2. ≥70% achieve grade-level literacy and ≥65% numeracy in 12–18 months.
  3. ≥85% retention rate.
  4. ≥500 teachers trained.
  5. ≥150 community sessions per state.
Preferred Locations:
Priority districts across 8 states – Uttar Pradesh, Bihar, Madhya Pradesh, Rajasthan, Odisha, West Bengal, Jharkhand, Chhattisgarh, and Assam.
Project Size:
  1. ₹50 lakhs to ₹3 crores
  2. Duration: 1–3 years
  3. Coverage: Up to 2 adjacent states and 50–55 locations.
🧾 Eligibility Criteria / Pre-Qualification
1. Organizational Requirements:
  1. Must be a registered non-profit / trust / society in India.
  2. Minimum 5 years of experience in FLN, remedial education, or girls’ education.
  3. Proven track record of work in out-of-school girl education, gender-responsive programs, and community mobilization.
2. Experience Requirements:
  1. FLN program experience (≥5 years) in selected districts/states.
  2. Collaboration experience with government programs (NIPUN Bharat, Samagra Shiksha, etc.).
  3. Evidence of work in tribal/underserved areas.
3. Financial Eligibility:

Cumulative Organizational Revenue (Last 3 FYs: 2022–23, 2023–24, 2024–25)
₹50 lakh – ₹1 crore
Minimum ₹2 crore cumulative revenue
Above ₹1 crore
Minimum ₹5 crore cumulative revenue
4. Other Conditions:
  1. Minimum 3 board members.
  2. Minimum 5 permanent employees.
  3. No political or religious association.
  4. Not blacklisted or involved in fraud.
  5. No sub-letting/sub-contracting allowed.
  6. Must have 12A, 80G, and PAN registration.
  7. FCRA certificate required (if applicable).
💰 Financial Criteria / Grant Terms
  1. CSR grant-based funding (not payment-based contract).
  2. Funds disbursed quarterly or half-yearly upon satisfactory progress reports.
  3. Separate SBI account required for project funds.
  4. Quarterly reporting (activity + financial utilization).
  5. MoU/Grant Agreement to be executed with SBI Foundation.
