SBI Foundation (SBIF)
Objective:
To support STEM education, digital learning, and experiential learning in remote and border villages under the Government of India’s Vibrant Villages Programme-II (VVP-II) through CSR-funded projects.
🟩 2. Scope of Work
Program Theme:
- STEM Learning under SBIF ILM (Integrated Learning Mission) aims to:
- Enhance STEM education outcomes in border and remote villages.
- Strengthen school ecosystems through STEM labs, teacher training, and digital learning.
- Develop scalable and sustainable models of STEM education for replication across India.
Key Activities:
- Baseline Assessment:
Map school facilities, assess student STEM skills, and identify gaps in teaching and infrastructure.
- Community Engagement:
Awareness drives for parents, SMCs, and local leaders to promote STEM education participation.
- Learning Support:
- Setup STEM labs, conduct hands-on experiments, and organize mentoring programs.
- Use digital tools, kits, and content for practical learning.
- Infrastructure Upgradation:
Basic repairs, painting, or renovation of school areas to create conducive STEM learning environments.
- Teacher Development:
- Train teachers in modern STEM pedagogies and digital tools.
- Establish peer-learning and capacity-building mechanisms.
- Monitoring & Evaluation:
Conduct pre- and post-assessments, track participation and learning outcomes.
- Sustainability:
Build community ownership and long-term school-level STEM governance.
Target Beneficiaries:
- Students: Grades 6–8 (Upper Primary) in 250 government schools under VVP-II.
- Teachers: From the same schools (target 750 teachers).

🟩 4. Geographical Coverage
Target Areas:
Projects to be implemented in Vibrant Villages Programme-II (VVP-II) areas across 17 States/UTs:
Arunachal Pradesh, Assam, Bihar, Gujarat, Jammu & Kashmir, Ladakh, Manipur, Meghalaya, Mizoram, Nagaland, Punjab, Rajasthan, Sikkim, Tripura, Uttarakhand, Uttar Pradesh, and West Bengal.
Implementation Scope:
- Each organization can select up to 2 adjacent states only.
- Minimum coverage: 50–55 schools (focus on remote border government schools).

🟩 6. Eligibility & Pre-Qualification Criteria
A. Organizational Eligibility
- Must be a non-profit organization (Trust / Society / Section 8 Company) registered in India.
- Minimum 5 years of operational existence.
- Minimum 5 years of experience in at least one of the following areas:
- STEM Lab installations & digital learning
- Teacher training & capacity building
- Community mobilization in remote/border villages
- Implementation of STEM projects in low-literacy, difficult geographies
- Integration of technology (Robotics, AI, Coding, AR/VR, etc.)
- Convergence with government programs (e.g., ATLs, PM SHRI, Samagra Shiksha)
B. Personnel Criteria
- Minimum 3 Board Members
- Minimum 5 Permanent Employees
- Qualified management and field team
C. Disqualification Conditions
Proposal will be rejected if:
- Revenue < ₹5 Crore (last 3 years)
- Political or religious affiliation
- Incomplete due diligence documents
- Fewer than 3 board members / 5 staff
- Individual donors among top 3 funders
🟩 7. Evaluation & Selection Criteria (100 Marks Total)
A. Project Proposal (Technical)
- Alignment with SBIF ILM STEM framework
- Innovation and clarity in solution design
- Detailed Logframe and M&E system
- Sustainability and scalability
- Risk management and community engagement
- Realistic budgeting and cost-effectiveness
B. Organizational Experience
- 5+ years in STEM, digital learning, or experiential education
- Demonstrated impact in ≥50 schools (with measurable outcomes)
- At least 3 completed assignments funded by Govt/PSU/Foundation
Evaluation Ratio:

👉 Financial Proposal – 30%

🟩 9. Contractual Terms
Selected NGOs will:
- Sign Grant Agreement / MoU and Non-Disclosure Agreement (NDA) (Annexure I & V).
- Follow quarterly reporting (activity + financial).
- Use a separate SBI Bank account for project operations.
- Submit monthly updates + quarterly reports with auditor certification.
- Refund unutilized funds post-project closure.
