Programme Objective:
SBIF’s flagship initiative “Garima” focuses on Caring for India’s Elders with Dignity — improving quality of life for the elderly through safe, accessible, and dignified living environments.
This RFP aims to fund eligible non-profit organizations for retrofitting and fortifying Old-Age Homes to make them age-friendly and inclusive as per WHO and Government of India guidelines.
🟩 2. Scope of Work
Agencies are invited to design and implement projects for Retrofitting & Fortification of Old-Age Homes, focusing on:
- Infrastructure Upgradation: Safety, accessibility, and health facilities.
- Health & Nutrition: Establish medical units, conduct camps, and promote healthy diets.
- Psychosocial Support: Mental health, recreation, and community engagement.
- Elder Rights & Safeguarding: Awareness, grievance redressal, and legal aid.
- Digital Enablement: Health data integration, teleconsultations, and e-monitoring.
- Capacity Building: Training caregivers and staff in geriatric care and elder protection.

- Baseline facility and elder rights audit
- Structural retrofitting (accessibility, lighting, safety)
- Health and clinical integration (PHC/CHC linkages)
- Psychosocial care and dementia support
- Caregiver capacity building (ICoPE & palliative training)

🟩 5. Eligibility / Pre-Qualification Criteria
A. Organizational Criteria
- Must be a non-profit (Trust, Society, or Section 8 Company) registered in India.
- Minimum 3 years of registration and operations in the proposed project state.
- At least 3 years’ experience in managing or administering residential care or elderly homes.
- Should not be blacklisted by any Government, PSU, or funding agency.
- Must not subcontract or outsource any project component.

- MIS & monitoring mechanisms

- Self-declarations and signed copy of the RFP

🟩 9. Contractual & Legal Terms

- Grant Agreement/MoU (Annexure V)
- Non-Disclosure Agreement (Annexure I)
- SBIF reserves full rights to:
- Terminate RFP at any stage
- Amend or modify terms
- Reject any proposal without reason
