Tender Overview

1. Conduct online and offline programs in the area of drug and substance abuse prevention.
2. Organize awareness, training, and capacity-building programs for diverse groups, such as:
   1. School & college students, teachers, and parents
   2. SHGs, youth clubs, women’s groups, and community leaders
   3. Police personnel, judiciary, BSF, CRPF, law enforcement agencies
   4. Factory and industrial workers, truck drivers, BPO employees, cooperatives
   5. Vulnerable/high-risk communities, recovered addicts, Alcoholics Anonymous/Narcotics Anonymous members, etc.
3. Support research, documentation, and training delivery as per NISD program guidelines.

1. Empanelment / collaboration valid for 2 years (FY 2025–2026).
2. Projects to be implemented as per NISD’s annual action plan for National Centre for Drug Abuse Prevention (NCDAP).

1. Registered NGOs, CBOs, Trusts, and private organizations working in the field of drug abuse prevention, social defense, or social welfare.

4. Registered with NITI Aayog – Darpan Portal

1. Must have relevant experience in activities related to Drug Abuse Prevention.
2. Organizations without relevant experience in the proposed state/region may not be considered.

1. Audited Annual Reports and Accounts for last 3 years (FY 2020–21 to FY 2024–25).
2. Copy of PAN card.
3. Copy of NITI Aayog–Darpan registration certificate.
4. List of governing body members with contact details.
5. Identification (PAN & Aadhaar) of authorized signatory.
6. Proof of grants/funds received from:
   1. MoSJE/NISD
   2. Central/State Government departments/autonomous bodies
   3. Any other funding agency

1. Must submit affidavit stating that the organization is not blacklisted/debarred by any government, private, or UN body.

1. Legal and financial eligibility.
2. Experience in conducting awareness/capacity-building/research activities.
3. Submission of proper supporting documents (reports, participant lists, photographs).
4. Preference to older or more experienced organizations if scores tie.

1. Organizational background, justification, and contact details.
2. Program proposal including:
   1. Title and nature (awareness/capacity-building/other)
   2. Venue and duration
   3. Tentative dates and target participants
   4. Expected outcomes
3. Relevant documents and affidavits as listed in Annexure I & II.

2. EMD: Not applicable
3. Funding/Support: NISD may provide financial or logistical support for approved programs as per its scheme norms.

1. Selection and approval rest solely with NISD; no appeal or claim allowed.
2. Indemnity Bond to be executed post-selection and sanction.
3. NISD reserves the right to reject, modify, or alter proposals at any stage.
4. Preference for organizations with proven regional presence and verified past experience.
