1️⃣ Scope of Work
- Implementation of Short-Term Training (STT) under the Mukhya Mantri Dakshata Unnyayan Prakalpa (MMDUP) in West Tripura.
- Job Role: LED Luminary Mechanical Assembly and Testing Technician.
- Duration: 600 hours
➤ Training – 450 hours
➤ On-the-Job Training (OJT) – 90 hours
➤ Entrepreneurship Development Program (EDP) – 60 hours
- Target: 35 unemployed youth aged 18–35 years, having at least 10th pass or relevant experience.
- Includes training delivery, post-training enterprise creation, market linkage, and financial support facilitation.
2️⃣ Pre-Qualification / Eligibility Criteria
- Legal & Statutory Requirements
- ✔ Must be registered under applicable laws (Company/LLP/Firm/Society/Trust/Proprietorship/Government departments).
- ✔ Valid NSDC registration is mandatory.
- ✔ Statutory compliance: PAN, GST, ESIC, EPFO, income tax returns (last 3 years), audit reports.
- Experience Requirements
- ✔ 3 years in skill development projects.
- ✔ 3 years in EDP/livelihood projects.
- ✔ At least 5 completed EDP projects with 50% enterprise creation.
- ✔ Certified trainers from recognized bodies like IIE/NIESBUD/EDI with 2+ years experience.
- Collaboration Requirements
- ✔ Collaboration letters with ITI/polytechnic/industry for training support.
- ✔ Collaboration with SOFED, EDI, RSETI, RUDSETI for EDP training.
- ✔ Linkages with local vendors, banks, service providers for post-training support.
- Training Infrastructure & Trainers
- ✔ Training centers with required equipment as per SSC norms.
- ✔ Trainers certified in ToT or subject matter experts.
- ✔ Detailed session plans and OJT plans required.
Documentation
- ✔ Submit valid documents: registration, past experience, collaboration letters, trainer certifications, financial statements, etc.

4️⃣ Financial Criteria
Cost Norms
- Training cost: ₹49 per hour per candidate.
- Refreshment (non-residential): ₹100/day/candidate.
- Residential charges: ₹375/day/candidate.
- Conveyance: ₹2000 (non-residential), ₹500 (residential), only for assessment-pass candidates.
Assessment Cost
- NSQF courses: up to ₹1200 per candidate.
- Non-NSQF: up to ₹1000 per candidate.
Payment Structure
- ✔ Tranche 1 (20%) – On batch commencement with session plans and geo-tagged photos.
- ✔ Tranche 2 (20%) – After certification, attendance, bank documents, and other proof submissions.
- ✔ Tranche 3 (60%) – Based on placement or enterprise setup; minimum 75% success required.

6️⃣ Submission Guidelines
1. Proposal must follow the exact format provided – deviations or incomplete submissions lead to rejection.
3. Required annexures include: Project Application Form, job roles list, self-declaration, cover letter, affidavit, session plans, and supporting documents.
4. False or misleading information will result in disqualification and blacklisting.
5. Upload scanned documents in PDF format (100 dpi resolution).
