Tender Title: Short-Term Training cum Entrepreneurship Development Program (EDP) for E-Rickshaw Drivers under Mukhya Mantri Dakshata Unnyayan Prakalpa (MMDUP) Scheme

📌 Scope of Work
- Conduct Short-Term Training (STT) and EDP for E-Rickshaw Driver job role.
- Training Duration: 240 hours (180 hrs technical + 60 hrs EDP)
- Target Beneficiaries:
- Unemployed women aged 24–45 years
- Minimum qualification: 8th pass
- Batch Size: 35 trainees × 2 batches = 70 candidates.
- Locations: West Tripura and North Tripura (35 candidates per district).
- Obligations:
- Ensure at least 75% placement/enterprise creation post training.
- Provide mentorship, bank/loan linkage, licensing, market/vendor tie-ups, and service call generation support
- Training infrastructure must comply with NSDC/SSC norms (CCTV, biometric, geo-tagging, accessibility for PwDs).
📌 Pre-Qualification / Eligibility Criteria
Training Providers must meet the following:
- Registration – Valid NSDC registration.
- Legal Status – Registered entity (Company, LLP, Firm, Society, Trust, Proprietorship, Govt. Dept./Autonomous body).
- Experience –
- At least 3 years active presence in Indian skill ecosystem.
- Minimum 5 completed EDP/livelihood projects with ≥50% candidates starting enterprises.
- Proven experience with government-funded skill/EDP programs.
- Collaboration Requirements –
- Tie-ups with ITI/Polytechnic/PSU/SSC-compliant Training Centers.
- Tie-ups with SOFED/EDI/RSETI/RUDSETI for EDP support.
- Letters of Intent (LoIs) from vendors, dealers, financial institutions for post-training support.
- Trainers –
- SSC ToT-certified trainers for job roles.
- NEISBUD/EDI-certified trainers for entrepreneurship.
- Minimum 2 years’ experience.
- Compliance Documents – PAN, GST, IT returns (3 years), ESIC/EPFO (if applicable), audit reports.
- Session Plans – Detailed day/week wise training & EDP plans aligned to NSQF.
📌 Financial Criteria
- Tender Fee: ₹1,500 (non-refundable).
- EMD: ₹26,709 (refundable, online payment only).
- Cost Norms:
- Training cost – ₹49/hr per candidate.
- Refreshment – ₹100/day (non-residential).
- Residential charges – ₹375/day.
- Conveyance – ₹2,000 (non-residential) or ₹500 (residential) for passed candidates only.
- Assessment cost – up to ₹1,200 (NSQF) or ₹1,000 (non-NSQF) per candidate.
Payment Tranches:
- 20% – On batch commencement (with session plans & geo-tagged photos).
- 20% – On successful certification & documentation submission.
- 60% – After proof of enterprise setup & financed e-rickshaw delivery (RC copy, loan sanction, dealer challan, candidate photos, licenses)

Note: This is a strict no-deviation tender. Any deviation or conditional bid will be rejected.
📌 Deadlines & Key Dates
- Bid Opening: 15th September 2025 at 4:00 PM (online, office of Director, Skill Development, Agartala).
- Assignment Duration: 3–6 months (may be terminated early for unsatisfactory performance).
- Completion Timeline: Training, assessment, and certification must be completed within 180 days from work order issuance
