| Pre-Qualification Criteria | 🔹 Scope of Work
· Empanelment of Industries / Industrial Associations / Private Vocational Training Providers (VTPs) under the Chief Minister’s Kaushalya Karnataka Yojane (CMKKY).
· Training will be conducted under Industry Linkage Cell (ILC) / Future Skills initiative.
· Responsibilities of Selected TP/Industry:
o Candidate mobilization and counseling (with preference to Yuvanidhi beneficiaries).
o Deliver training aligned to NSQF-aligned job roles.
o Provide infrastructure, trainers (75% in-house for industries), ToT within 6 months.
o Ensure biometric attendance & CCTV integration.
o Provide course materials & handbooks.
o Facilitate assessment, certification, and 70% placement (captive or other industries).
🔹 Pro Qualification / Eligibility Criteria
For Industries / Industry Associations:
· Registered under Companies Act 2013 (or valid industry association/SSC/FM company/staffing agency).
· Minimum 3 years of existence & currently operational.
· Minimum 20 employees.
· Minimum ₹5 Cr consolidated turnover over FY 2021-22, 2022-23, 2023-24.
· Authorized partners/HR agencies require a tripartite agreement with KSDC.
For Private VTPs:
· Adequate training infrastructure for proposed job roles.
· Trainers must be SSC-certified.
· Mandatory Letter of Intent (LoI) from employers/industries for placements.
🔹 Financial Criteria
· Turnover Requirement: Minimum ₹5 Cr (for industries).
· Accreditation Fees:
o ₹50,000 per Training Provider.
o ₹10,000 per job role.
o Already accredited TPs (with active accreditation) are exempted.
· Payment Terms:
o 50% after assessment & certification of candidates.
o 50% after 70% placement, verified for at least 3 months.
o Pro-rata payment (50–69% placement = partial; <50% = forfeiture of 2nd tranche).
· Cost Norms: As per MSDE’s Common Cost Norms.

3. Incorporation Certificate, MoA/AoA, GST, EPFO summary.

5. ITR + Audited financial statements (2021-22, 2022-23, 2023-24).

7. Training location details (Annexure 5).
8. Power of Attorney (authorized signatory).
9. Letter of Intent (LoI) for placement (Annexure 6).
10. Past experience (Annexure 7).
11. Placement tie-up details (Annexure 8).
12. Letter of Authorization (Annexure 9) – if training partner.
🔹 Evaluation Criteria (Max 100 Marks, Minimum 60 to Qualify)
1. Industry type & registration – 10 marks.
2. Years of existence – up to 10 marks.
3. Employee count – up to 20 marks.
4. Past skill training experience – 10 marks.
5. Placement commitments – up to 30 marks.
6. Financial turnover – 10 marks.
7. Presence in Karnataka – 10 marks.
🔹 Tender Fee & EMD
· Tender Fee: None (EOI process).
· EMD: Not applicable.
· Accreditation fee applies separately (as above).
🔹 Deadlines & Key Dates
· EOI Publishing Date: 30-08-2025.
· Pre-EOI Meeting: 08-09-2025 at KSDC Head Office, Bengaluru (12:00 PM).
· EOI Validity: Up to 31-12-2025.
· Submission Phases:
o Phase I: 15-09-2025.
o Phase II: 01-10-2025.
o Phase III: 30-11-2025.
· Mode of Submission: Online via KPPP e-procurement portal (Govt. of Karnataka).
🔹 Beneficiary Eligibility
· Karnataka domicile, 18–35 years.
· Aadhaar & Aadhaar-linked bank account.
· Qualification as per SSC for proposed job role.
· Not previously trained under CMKKY/PMKVY.
· Category reservation as per government norms.
· Preference to Yuvanidhi beneficiaries. |
